Position:

The Administrative Tender Officer will be responsible for the end-to-end administrative management of international and local tender processes, ensuring the timely preparation, accuracy and compliance of all administrative submissions, qualification documents, corporate credentials and declarations in accordance with tender requirements, client specifications and applicable local regulations.

The Role will support Proger Regional Headquarters International Tender Office across the pre-tender, tender and post-tender phases, coordinating with multidisciplinary teams to ensure compliant bid preparation, effective document management and successful submissions.

Requirements:

Key Responsibilities and Accountabilities: (Results this role is expected to accomplish)

  • Manage and maintain the company registrations and bid submissions across vendor and tender portals and platforms, ensuring accuracy, compliance and timely completion of all submission requirements.
  • Prepare, compile and review all required administrative paperwork, corporate certificates, legal declarations and pre-qualification questionnaires.
  • Coordinate with Technical, Commercial, Finance and Legal departments, both in Proger Regional Headquarters and Proger Saudi Arabia Branch, to gather all necessary inputs and ensure a cohesive and compliant final submission.
  • Maintain a meticulous and updated archive of all submitted tenders and proposals, corporate credentials and documents, past performance certificates and contract awards.
  • Monitor, review, and analyze local tender invitations, identifying key administrative requirements, submission deadlines, eligibility criteria and bond conditions to ensure timely and compliant bid preparation.
  • Collaborate closely with the Proger Saudi Arabia Branch to oversee administrative and regulatory records—ensuring their active status—while providing continuous support and operational oversight on behalf of Proger Regional Headquarters.
  • Any additional related and similar activities consistent with the expertise required to complete assigned tasks.

Job Knowledge

  • Good understanding of document processes within engineering consultancy and construction fields.
  • Expert proficiency in navigating electronic procurement systems, vendor portals and tenders platforms (such as MEED, GLOBAL Data, SAP Ariba, ETIMAD) and standard MS Office applications.
  • Solid understanding of the Saudi Government Tender and Procurement Law and local compliance frameworks.
  • Awareness of multidisciplinary project workflows and coordination between engineering and corporate disciplines.

Education and Experience

  • Bachelor's degree in business administration, Economics or a related field.
  • Minimum 5 years of experience in tender management and administration, preferably in an international context.
  • Experience in working within international engineering or construction company is preferred.
