Manage the on-site delivery of infrastructure works for master planned mixed-use and residential developments, ensuring safe execution, compliance with approved drawings and authority requirements, achievement of programme milestones, cost control, quality assurance, and timely handover. The role is responsible for coordinating contractors, consultants, utility entities, and internal stakeholders across phased infrastructure delivery including roads, utilities, public realm, and interface works.
1. Project Planning: Develop and implement detailed construction plans, schedules, and budgets for infrastructure works, ensuring alignment with overall project timelines and development objectives. Coordinate planning efforts across multiple workstreams to ensure seamless integration with villa and community development phases.
2. Resource Management: Allocate and manage resources including manpower, materials, equipment, and subcontractors to optimize efficiency, productivity, and cost-effectiveness. Ensure adequate resource planning to meet critical milestones and mitigate project delays.
3. Stakeholder Coordination: Liaise with internal teams, consultants, contractors, and government authorities to ensure alignment on infrastructure design, construction sequencing, and delivery requirements. Facilitate coordination meetings and ensure timely resolution of interface issues.
4. Quality Control: Monitor infrastructure construction activities to ensure full compliance with approved design drawings, technical specifications, and EO's quality and safety standards. Implement quality assurance processes and conduct regular inspections to verify work performance.
5. Budget Management: Track and control project expenditures, ensuring strict adherence to approved budgets and financial procedures. Review contractor claims, variations, and payment certificates to maintain fiscal accountability throughout the project lifecycle.
6. Risk Management: Identify potential construction risks related to infrastructure delivery and develop effective mitigation and contingency strategies. Monitor on-site safety and regulatory compliance to minimize operational disruptions.
7. Site Supervision: Conduct regular site inspections to review progress, assess workmanship, and verify adherence to construction schedules and safety protocols. Provide direction to site teams to address issues promptly and maintain construction momentum.
8. Compliance Oversight: Ensure all infrastructure construction activities comply with local authority regulations, health and safety standards, and EO's internal governance frameworks. Coordinate with authorities such as RTA, DM, and DDA for permits and approvals.
9. Change Management: Assess and manage design or scope changes, evaluating their impact on cost, time, and quality. Communicate approved changes to all relevant stakeholders and integrate updates into revised construction plans.
10. Performance Evaluation: Monitor and evaluate contractor and team performance against agreed KPIs, providing feedback and direction to enhance delivery efficiency and ensure high performance across all site activities.
11. Reporting: Prepare and present regular construction progress reports, highlighting achievements, challenges, risks, and mitigation measures. Provide updates to the Associate Director – Development and other stakeholders to support informed decision-making.
12. Contract Management: Administer and oversee infrastructure construction contracts, ensuring adherence to scope, cost, and quality obligations. Support procurement, tender evaluations, and negotiation processes in coordination with the Contracts and Procurement teams.
13. Client & Stakeholder Relationship Management: Maintain effective communication and relationships with consultants, contractors, and internal departments to ensure transparency and collaborative problem-solving. Address stakeholder concerns promptly to maintain alignment and trust.
14. Training and Development: Support capability building within the construction team by facilitating on-site training, sharing technical knowledge, and promoting best practices in infrastructure project execution and safety management.
Authority & NOC management
Lead coordination for construction-related permits, NOCs, inspections, and approvals with relevant authorities and service providers.
Utilities and interface management
Manage interfaces between roads, stormwater, sewerage, water, irrigation, power, telecom, street lighting, landscape, and adjacent plot/package works.
Testing, commissioning, and handover
Oversee inspections, snagging, testing, as-built records, O&M documents, authority sign-offs, Taking-Over requirements, and final handover.
Recovery planning
Require contractors to produce mitigation and acceleration plans where slippage occurs, and monitor closeout of delayed activities.
Constructability and readiness reviews
Review drawings, site constraints, temporary works, access strategy, and package readiness before commencement.
Commercial governance
Review progress valuations, variation substantiation, contractor notices, claims support, and commercial implications of delays or design changes.
