Plan International started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Greater Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit and Sohag. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt's Country Strategy focuses on five strategic objectives. Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that Children, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of change.

THE ROLE

Provide strategic leadership and technical oversight for Plan International Egypt's emergency preparedness, humanitarian response and resilience programming. Reporting to the Country Director and maintaining a functional reporting relationship with the Regional Disaster Risk Management (DRM) team, you will lead the development, implementation and continuous improvement of Plan International Egypt's humanitarian portfolio, ensuring timely, effective and principled responses to emergencies and crises.

Responsible for translating Plan International's global Disaster Risk Management (DRM) strategy into context-specific, evidence-based humanitarian interventions that protect and promote the rights of children, particularly girls and young women, while strengthening community resilience and advancing the humanitarian-development nexus.

Lead emergency preparedness planning, rapid needs assessments, emergency response coordination, programme quality and humanitarian representation, working closely with programme, technical, operations and support functions to ensure high-quality, accountable and gender-transformative humanitarian programming. Support in resource mobilisation, strategic partnerships and donor engagement. As Plan International Egypt's focal point for humanitarian coordination, will represent the organization with government authorities, UN agencies, humanitarian coordination mechanisms, donors and partners, ensuring compliance with international humanitarian principles, safeguarding standards and global quality frameworks, including the Core Humanitarian Standard (CHS), Sphere Standards, Child Protection Minimum Standards (CPMS) and INEE Minimum Standards.

KEY RESPONSIBILITIES

  • Lead humanitarian and resilience programming by developing response strategies, coordinating stakeholders, overseeing emergency interventions, and ensuring child and girl-focused programming. Conduct rapid needs assessments, support emergency preparedness planning, and provide timely reports and recommendations
  • Work closely with the Localization Advisor to support the process of local partners selection for the emergency response purpose
  • Work closely with respective Technical Advisors to ensure ER programming are of high quality and have direct positive impact on children affected by crises.
  • Ensure the preparation of quality reports and updates for different Plan Entities and external factors such as donors.
  • Establish and maintain constructive working relationships, with other NGO's, UN agencies, bilateral and multilateral donors.
  • Support the Head of Programs and the Country Director represent and build the profile of Plan Egypt on emergency work
  • Ensure appropriate programme quality standards are used, particularly SPHERE and its companion guides (such as Child Protection Minimum Standards and Minimum Standards for Education Preparedness, Response and Recovery (INEE) and the Core Humanitarian Standards (CHS).
  • Monitor and analyze humanitarian situations and emerging risks, support preparedness planning, provide timely humanitarian situation reports, and lead the design and implementation of emergency response programs
  • Support the strengthening of humanitarian and resilience programming through project design, budget management, quality implementation, and reporting.
  • Represent Plan International Egypt in humanitarian coordination forums and strengthen partnerships with key humanitarian stakeholders.
  • Manage humanitarian project budgets and grants, ensuring timely implementation, budget compliance, and accurate financial oversight.
  • Ensure adherence to safeguarding, gender equality, anti-fraud, safety, security, and other organizational risk and compliance standards.
  • Ensure compliance with Plan International's Child Protection and Gender Equality policies, including staff awareness and reporting procedures.
  • Will be trusted to take on additional assignments within the scope of work as assigned by your supervisor on need basis.

What we are looking for:

Qualifications/ experience essential:

  • Master's degree in Disaster Risk Management, humanitarian studies, development studies, development economics, agricultural economics, sociology, human rights, political science, international development
  • 7 years of progressive experience in similar organizations at management level and five years managerial/supervisory experience required working in a very protracted and complex humanitarian setup
  • Proven experiences and ability to coordinate and collaborate with different organizations including the government and demonstrable working experience in development programme.
  • Excellent written and verbal communication skills in Arabic and English languages.

Knowledge:

  • In-depth understanding of international humanitarian principles
  • Familiarity with relevant standards such as SPHERE, Core Humanitarian Standards (CHS), and INEE standards.
  • Knowledge of DRM strategies, frameworks, and best practices.
  • Awareness of climate change impacts and resilience-building strategies.
  • Understanding of child rights and protection issues
  • Familiarity with gender-sensitive programming and advocacy.
  • Skills in developing emergency response programs
  • Knowledge of project management principles and tools
  • Understanding of funding landscapes, including donor priorities and funding mechanisms
  • Knowledge of resource mobilization strategies and partnership development.
  • Skills in facilitating teamwork and coordination among diverse groups and sectors.
  • Knowledge of conflict resolution and negotiation techniques.

Skills:

  • Ability to develop and implement effective humanitarian response strategies
  • Strong skills in coordinating across various stakeholders
  • Excellent verbal and written communication skills for reporting, advocacy, and stakeholder engagement.
  • Proficiency in analysing complex humanitarian situations
  • Skills in managing project cycles, design, implementation, monitoring, and evaluation.

  • Ability to establish and maintain professional relationships with key stakeholders
  • Skills in training and mentoring staff and partners
