Job Description

Job Purpose

Provide highlevel strategic, financial, governance, and performance advisory to the CEO's Office. Lead integrated financial–strategic consulting workflows, strengthen financial and KPI frameworks, and steer crossdomain financial and investment studies to support institutional direction.

Provide advisory and support leadership in shaping longterm strategy by delivering advanced financial assessments, feasibility analysis, investment evaluation, risk modelling, and financial impact assessments of strategic initiatives. Leverage AI, foresight, and analytics to enhance financial sustainability, resource allocation efficiency, and institutional value creation.

Responsibilities

Strategy

  • Provide Authority/sectorlevel strategic financial and corporate strategy advisory to the SCG CEO, including financial policy insights, investment analysis, and governance recommendations.
  • Facilitate crossdomain financial, innovation, and technical advisory for SCG, integrating financial modelling into corporate strategy, excellence, and innovation initiatives.
  • Lead and advise the sector on financial foresight, scenario planning, and economic trend analysis to anticipate financial and regulatory shifts affecting strategic priorities.
  • Advance institutional excellence by developing financial performance frameworks, investment evaluation criteria, and financial sustainability indicators aligned with national priorities and excellence programs.
  • Enhance governance and policy oversight by reinforcing financial governance systems, monitoring compliance, and ensuring alignment with regulatory frameworks and financial controls.
  • Evaluate strategic initiatives by reviewing financial feasibility, investment returns, capital structure implications, and longterm financial impact of projects and partnerships.
  • Translate longterm financial insights into actionable financial roadmaps, investment guidelines, and transformation programs.
  • Champion the adoption of AI, analytics, and financial modelling tools to enhance strategic planning, investment evaluation, and performance management.

Operations

  • Provide input on and lead teams to implement Director General/Board/CEO directives, translating them into financial governance actions, investmentrelated committee decisions, KPI resets, and documented closures.
  • Monitor sector programs and projects from a financial and strategic perspective; evaluate risks, analyze financial KPIs/benefits, and contribute to enterprise reporting to the CEO.
  • Identify and mitigate financial, operational, and institutional risks, proposing mitigation measures to safeguard financial resilience.
  • Review and coordinate with relevant units on financial data, investment cases, financial proofofconcepts, and ensure alignment with institutional documents.
  • Coordinate with units on financial governance safeguards, regulatory alignment, and documentation for investmentrelated initiatives.
  • Assist in formation and supervision of agility groups and teams; contribute to implementation of the institutional financial agility map
  • Identify and mitigate institutional risks across safety, financial, operational, and reputational domains. Propose effective mitigation measures to safeguard organizational resilience
  • Coordinate with relevant units on data, AI, proof-of-concept studies, and use cases; ensure alignment with institutional documents.
  • Coordinate with relevant units on data/AI items for policy alignment, governance safeguards, and documentation (while technical build/validation sits with Engineering).
  • Assist in formation and supervision of agility groups and teams; contribute to implementation of the institutional agility map.

Product/Process Improvement

  • Review sector service development plans; validate financial data accuracy; assess governance/businesscase change requests prior to submission; support followup on improvement plans (benefits realization, KPI integrity, financial signoffs).
  • Support feasibility studies and financial analyses related to financial sustainability, revenue growth, investment performance, and operational efficiency.
  • Provide advisory observations on templates, procedural manuals, and guidelines to enhance financial governance quality and consistency of analytical outputs.

Qualifications

  • Bachelor's/Master's in Public Administration, Policy, Business, Management, Engineering Management, Finance, Economics, Future Foresight, Technology/AI
  • Must have 12+ Years of experience in case of Master's degree (14+ years in case of Bachelor's degree)
  • Must have experience in financial strategy, investment analysis, KPI frameworks, governance, and executive reporting in a large public entity
  • Preferred certifications: Certifications such as PMP, ACP, EFQM Assessor, CFA, FRM, or equivalent financial certifications.
