Job Summary
We are seeking a proactive and experienced HSE Officer to join our PMC site supervision team in Aswan, Egypt. The successful candidate will be responsible for monitoring and enforcing Health, Safety, and Environmental (HSE) compliance across construction activities, ensuring contractors adhere to project HSE requirements, Egyptian regulations, and international best practices. The role requires close coordination with the Client, PMC team, contractors, and regulatory authorities to promote a strong safety culture and achieve zero harm objectives. The responsibilities are aligned with common PMC HSE practices used by leading engineering consultancies.
Key Responsibilities
- Monitor contractor compliance with project HSE plans, procedures, and statutory requirements.
- Conduct routine site inspections and identify unsafe acts and conditions.
- Review and verify Risk Assessments (RA), Method Statements (MS), Job Safety Analysis (JSA), and Permit-to-Work (PTW) documentation before work commencement.
- Ensure proper implementation of control measures for high-risk activities, including:
- Work at Height
- Excavation
- Lifting Operations
- Confined Space Entry
- Hot Work
- Electrical Isolation (LOTO)
- Participate in incident, accident, and near-miss investigations and ensure corrective actions are implemented.
- Conduct daily safety inspections and prepare HSE reports.
- Monitor environmental compliance, including waste management, dust control, noise control, and pollution prevention.
- Verify availability and proper use of Personal Protective Equipment (PPE).
- Conduct safety inductions, toolbox talks, and HSE awareness campaigns.
- Monitor emergency preparedness arrangements and participate in emergency drills.
- Coordinate with contractors, client representatives, and PMC engineers on HSE matters.
- Maintain HSE records, inspection reports, and safety statistics.
- Support internal and external HSE audits and ensure timely close-out of observations.
- Promote a proactive safety culture throughout the project.
Qualifications
- Bachelor's Degree or Diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- NEBOSH International General Certificate (IGC) is mandatory.
- ISO 45001 Internal/Lead Auditor certification is an advantage.
- First Aid and Fire Safety certifications are preferred.
Experience
- Minimum 5 years of HSE experience in construction projects.
- At least 3 years working on PMC, Engineering Consultancy, or Construction Supervision projects.
- Experience in infrastructure, industrial, power, or building projects is preferred.
- Previous experience in Egypt or the Middle East is an advantage.
