HSE Manager (ADNOC Approved – Offshore)
Location: Abu Dhabi, UAE
Industry: Oil & Gas / EPC
We are seeking an experienced HSE Manager to join our EPC team in Abu Dhabi. The ideal candidate must be ADNOC Approved for both Onshore and Offshore projects and possess a strong background in implementing Health, Safety & Environment (HSE) systems, with practical experience in QA/QC policies and procedures on major Oil & Gas EPC projects.
Key Responsibilities
- Lead and manage all HSE activities for ADNOC Offshore Oil & Gas EPC construction projects.
- Ensure full compliance with ADNOC Offshore HSE standards, client specifications, and UAE regulatory requirements.
- Develop, implement, and maintain project-specific Offshore HSE Plans, Procedures, and Safe Systems of Work.
- Monitor offshore construction activities, including structural, piping, mechanical, electrical, instrumentation, hook-up, pre-commissioning, and commissioning works.
- Ensure effective implementation of the Permit to Work (PTW) system, including Hot Work, Cold Work, Confined Space Entry, Electrical Isolation (LOTO), and Working at Height permits.
- Supervise and monitor high-risk offshore activities such as SIMOPS, heavy lifting, marine operations, lifting & rigging, scaffolding, confined space entry, diving support operations, and helicopter operations, where applicable.
- Conduct HSE inspections, audits, risk assessments (HIRA/JSA), toolbox talks, and behavioural safety observations.
- Lead incident investigations, root cause analysis, and implementation of corrective and preventive actions.
- Ensure compliance with Life Saving Rules (LSR), Golden Rules, and offshore emergency response procedures.
- Coordinate with Offshore Installation Managers (OIM), Marine Coordinators, Construction Managers, Client Representatives, and subcontractors to ensure safe execution of offshore activities.
- Monitor contractor HSE performance and ensure compliance with ADNOC Offshore HSE requirements and project specifications.
- Ensure compliance with ISO 9001, ISO 14001, and ISO 45001 Integrated Management System (IMS) requirements.
- Prepare and submit HSE performance reports, KPIs, leading and lagging indicators, and management reports.
- Promote a proactive safety culture through continuous HSE awareness programs, safety campaigns, and workforce engagement initiatives.
- Support project readiness for client audits, ADNOC inspections, and regulatory compliance throughout the project lifecycle.
Requirements
- Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.
- ADNOC Approved HSE Manager (Only Offshore)
- Minimum 15–20 years of HSE experience in the Oil & Gas/EPC industry.
- Proven experience on major ADNOC EPC projects.
- Strong knowledge of QA/QC policies, procedures, and integrated management systems.
- Hands-on experience in HSE audits, risk management, incident investigation, and regulatory compliance.
- Excellent leadership, communication, and stakeholder management skills.
Preferred Certifications
- NEBOSH International Diploma or NEBOSH IGC
- IOSH Managing Safely
- ISO 45001 Lead Auditor
- ISO 14001 Lead Auditor
- OSHA Certification
- First Aid & Fire Safety Certifications (preferred)
