We are seeking an experienced HSE Officer to join our Construction Supervision team in Abu Dhabi. The role is responsible for ensuring compliance with project HSE requirements, UAE regulations, and international safety standards through site inspections, contractor monitoring, and proactive risk management. The successful candidate will help promote a strong safety culture and support the safe delivery of construction projects.
Key Responsibilities
- Monitor and enforce compliance with project HSE policies, Abu Dhabi regulations, and international safety standards.
- Conduct daily site inspections to identify unsafe acts, unsafe conditions, and environmental concerns.
- Verify that contractors implement approved HSE plans, risk assessments, method statements, and permit-to-work systems.
- Review lifting plans, excavation permits, confined space activities, work at height, and other high-risk operations before execution.
- Issue HSE observations, safety notices, and non-conformance reports, and monitor timely implementation of corrective actions.
- Investigate accidents, incidents, dangerous occurrences, and near misses, preparing detailed reports with root cause analysis and preventive measures.
- Conduct HSE inductions, toolbox talks, safety campaigns, and awareness programmes for site personnel.
- Monitor the correct use of Personal Protective Equipment (PPE) and ensure compliance across all work areas.
- Participate in emergency response planning, fire drills, evacuation exercises, and incident response activities.
- Maintain accurate HSE records, inspection reports, statistics, and documentation required by the Client and regulatory authorities.
- Coordinate with the Client, Resident Engineer, Contractors, and relevant authorities on all HSE-related matters.
- Attend progress, coordination, and HSE meetings, providing regular safety performance updates.
- Promote continuous improvement and a proactive safety culture across the project team.
Qualifications
- Diploma in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- NEBOSH International General Certificate (IGC) – Mandatory.
- IOSH Managing Safely or equivalent certification is preferred.
- Valid First Aid and Fire Safety certifications are an advantage.
Experience Requirements
- Minimum 8 years of Health, Safety & Environmental experience within the construction industry.
- Experience on building and/or infrastructure projects in the UAE.
- Previous experience working with a Supervision Consultant is highly preferred.
- Good understanding of Abu Dhabi HSE regulations, OSHAD requirements, and international HSE standards.
