Role Objective:
The job holder will support the International Compliance & AML team and collaborate with Compliance teams across overseas branches to promote adherence to applicable regulatory requirements, laws, and internal policies and procedures in Qatar, UAE, Kuwait, and India. The incumbent will assist in coordinating compliance and AML/CFT inspections, monitoring the implementation of corrective actions, and supporting the timely preparation, review, and submission of required regulatory and management reports. The role will contribute to identifying and escalating compliance issues, breaches, and recurring observations in line with approved inspection plans and regulatory expectations. The job holder will also support the administration and execution of the Bank's Compliance, Anti-Money Laundering (AML), Counter-Terrorist Financing (CFT), and Sanctions programs, ensuring activities are carried out in accordance with regulatory requirements, internal policies, and applicable laws governing the Bank's overseas operations.
Detailed Roles and Responsibilities:
OPERATIONAL
International Compliance
- Support in formulation and implementation of Compliance and AML/CFT inspection plans and compliance programs for the overseas branches with proper tracking and escalations where required.
- Work closely with the Overseas Compliance team in evaluating the effectiveness/adequacy of available systems, policies and internal controls to mitigate Compliance/regulatory and AML/CFT risks.
- Liaise with the Overseas Compliance team to ensure timely submission of records in coordination with the relevant teams on account of central bank Inspection reports follow ups, action plan and ensure rectifications as identified by the local regulator / QCB.
- Observe existing violations, if any, and update the reporting authorities with suggestions/recommendations to avoid further recurrence.
- Ensure completion and submission of all periodic reports to the respective stakeholders, in compliance with local regulations and procedural requirements, in a timely manner.
- Work closely with the overseas Compliance team in adherence to internal compliance mandates and ensure timely resolution of issues, as identified.
- Support in the annual exercise of sending Due Diligence AML Questionnaire (Outgoing) for all Exchange Companies in coordination with the overseas branches and ensure that the responses are reviewed timely and highlighting any alarming observations/gaps with the respective stakeholders for taking necessary actions.
- Contribute towards imparting specific internal training to the respective stakeholders as per regulatory and policy/procedures requirements for clear understanding of various regulatory guidelines, related procedural mandates, updates /changes, as applicable pertaining to Compliance and AML/CFT.
- Contribute towards and support in timely review/gap analysis of International Compliance & AML / CFT policies and procedures in line with QCB AML/CFT Instructions, guidelines, Qatar AML/CFT Law, and local regulatory AML/CFT Laws, guidelines and local AML/CFT regulatory instructions to ensure that most stringent ones are implemented and taking necessary actions, in close coordination with the Chief Compliance Officer.
- Liaise with the Compliance teams in overseas branches and External Consultants to source required information in support of HO level efforts/exercises (e.g. Annual Risk assessment-EWRA, AML/CFT Review etc.) and ensure end to end completion of the exercise and resolution of observations (if any).
- Ensure continuous follow-up with the respective stakeholders to rectify all outstanding issues/ observations as per the approved annual inspection plan and keep the International Compliance & AML team and Chief Compliance Officer well informed for the status.
- Cascade and guide the respective teams on region specific directives related to Compliance and AML/CFT, as applicable.
- Support in review, investigation, and root cause analysis on significant occurrences (gaps)/compliance incidents data and trends that adversely impact the pre-established compliance regulatory standards and ensure implementation of corrective action through collaborative efforts to avoid further recurrence, in coordination with the respective teams.
- Ensure complete adherence of the Compliance Control and AML/ CFT operational activities in Overseas branches to Doha Bank policies, procedures, internal controls, Netreveal Process Management Procedures and Compliance & AML/CFT Policy /Procedures by self/team.
- Support in implementation of yearly inspection plans, including but not limited to pre-inspection, on-field inspection, and post-inspection plans, in line with the approved plans.
- Support the Overseas Compliance team /respective branch staff to ensure prompt gathering /documenting of relevant information and ongoing data to meet regulatory requirements.
- Ensure delivery of necessary coordination/ administrative support to the Regulatory representatives to meet inspection requirements.
- Ensure preparation/review of periodic reports/ inquiries received, for prompt submission to the regulatory bodies, as applicable in coordination with the relevant stakeholders.
- Ensure timely submission of all reports related to overseas branches required by QCB.
- Oversee reviewing new products in terms of Compliance and AML/CFT and highlighting the gaps officially to the stakeholders of Overseas Branches concerned.
- Support in preparation, review and prompt submission of inspection reports related to overseas branches for onward submission to HO for presenting in the Audit, Compliance and Risk Committee by the Chief Compliance Officer.
- Support in QCB Reviews related to Overseas branches in coordination with Chief Compliance Officer.
- Handle and/or support in any other projects/assignments, as assigned by the Department Head - International Compliance & AML / Chief Compliance Officer.
- Maintain highest standards of confidentiality, professional conduct, ethics and integrity in the provision of services in the unit.
- Follow the audit, compliance and procedural control measures set by the management.
Educational Qualifications:
- University graduate with a degree in Business or Banking or Finance or Economics or any other related discipline.
- Experience:
- 5 years of total experience in financial services/banking industry, entailing responsibilities pertaining to the specific area of discipline.
- Previous experience in Compliance/Regulatory/AML/CFT function.
