Job Description

Organizational Context

The Way of Working (WoW) is a transformational shift in how the IFRC network works together, aiming to enable better alignment of strategies and plans, more effective collaboration and pooling of resources, and collective action driven by National Society leadership and priorities. This change requires adjustments in culture, behaviours, power dynamics and coordination practices across National Societies and the IFRC Secretariat, and experience shows that trusted facilitation, sustained accompaniment and iterative learning are critical to support this transition over time.

To support this transition and sustain it, the IFRC requires continuous investment in Membership Coordination enhancing interoperability in key areas, such as joint planning, resource mobilization, and common implementation models, while strengthening the practical application of these approaches through learning from implementation, the systematic capture and sharing of experience, and sustained support to countries to advance.

Consistent with this priority, this consultancy will support the Lead, Membership Coordination/Wow and WoW Task Team agenda, providing advisory and accompaniment support to advance the mainstreaming of the WoW approach across the IFRC network. This includes contributing to learning exchange, performance-oriented reflection, and practical support to countries, while engaging with relevant coordination mechanisms and working groups, as appropriate.

This position is part of the Operational Movement and Membership Coordination MC 2 unit within the office of the Under-Secretary General National Society Development Coordination division (NSDC).

Job Purpose

Objective

To strengthen and support the effectiveness and consistency of the Way of Working (WoW) by supporting the implementation and coordination of WoW-related processes across the IFRC network, while embedding action-oriented learning, structured planning, and systematic monitoring processes that support evidence-based decision-making, adaptive implementation, and improved coordination across the IFRC network.

Purpose and Scope

The purpose of this consultancy is to support the operationalisation and continuous improvement of the Way of Working by providing advisory and accompaniment support to the implementation and coordination of WoW-related processes, while strengthening learning, planning, monitoring, and knowledge management practices that translate experience into concrete action. The consultant will support the development and refinement of practical WoW tools and methodologies; track progress against agreed indicators and KPIs; and facilitate the systematic capture and sharing of lessons learned to inform ongoing and future implementation. The role will also contribute to coordination, communication, documentation, and event-related processes, ensuring that country teams and National Societies have timely access to relevant information, resources, and peer learning opportunities. Through this work, the consultancy will help improve the quality of country-level planning, support risk-informed coordination, and reinforce locally led, effective, and accountable humanitarian action

Job Duties And Responsibilities

The role will contribute to the development of practical deliverables as part of coherent processes and systems, ensuring alignment with existing IFRC mechanisms and resources. The main tasks for the period February - December 2026 will be:

Coordination, Monitoring and Information Management

  • Support the development, tracking, and use of WoW KPIs, contributing to concise monitoring and progress reporting, with a focus on priority countries in the Americas, ensuring coherence with existing Unified Planning, NSIF and Fed-wide planning and reporting frameworks.
  • Map and regularly update WoW progress in focus countries using agreed monitoring systems, ensuring alignment with NSIF-related tracking, and supporting a consistent, system-wide view of progress rather than fragmented reporting streams.
  • Maintain simple, user-friendly information management tools (dashboards, trackers) to support analysis, follow-up, and decision-making at country and regional levels, with deliverables such as dashboards, snapshots or trackers to be prioritised based on agreed needs and capacity.
  • Coordinate follow-up on key meetings and engagements, including action tracking, brief documentation, and maintenance of contact lists.

Learning and Knowledge Development


  • Support peer learning and exchange, including coordination of the WoW Community of Practice and targeted learning moments.
  • Develop short case studies, lessons learned, and promising practices from WoW implementation in the Americas, with potential examples from other regions where relevant, with deliverables such as micro-cases or synthesis notes to be prioritised based on learning value and relevance for countries.
  • Consolidate and streamline WoW learning materials to ensure they are practical, accessible, and responsive to country needs.
  • Propose simple learning and reflection tools that support adaptive implementation and continuous improvement, ensuring they are integrated into existing coordination, planning and follow-up processes.

Communication and Documentation


  • Prepare concise WoW communication and learning products (e.g. one-pagers, slides, briefs) to support country coordination, learning, and internal alignment.
  • Contribute to clear documentation of key outcomes, lessons, and recommendations from WoW processes, events, and country experiences.

Country and Regional Support (Focus on the Americas)


  • Provide coordination and technical support to country and regional teams in the Americas to strengthen WoW implementation, including briefings, presentations, and coordination tools.
  • Support tracking of follow-up actions with National Societies and delegations, responding to requests for guidance and linking teams to relevant resources or peers, leveraging existing networks, expertise and peer-learning opportunities.
  • Flag emerging challenges, risks, and good practices from countries to inform learning and targeted support, contributing to performance-oriented reflection and adaptive follow-up.

Other Tasks


  • Provide support for any additional assignments based on the needs of the OMMC team.

Job Duties And Responsibilities (continued)


Duration

From February to December 2026, with a total of 200 working days.

The consultancy will be primarily home-based. Travel may be required on an ad hoc basis, subject to operational needs and budget availability, including for coordination purposes at the IFRC Geneva Headquarters and for selected missions to countries in the Americas, particularly WoW focus countries.

Management of consultancy

The consultant will be line-managed by the Lead Wow/Membership Coordination.

Education

Required

  • University degree in international relations, social sciences, development studies, or a related field.

Preferred


  • Additional certifications in project management or humanitarian coordination are an asset.

Experience


Required

  • Experience working with or within a Red Cross or Red Crescent National Society, ideally with involvement in National Society Development (NSD), membership coordination, or branch-level engagement, and experience working across global and/or regional coordination settings, particularly in the Americas with demonstrated experience engaging directly with National Societies on planning, coordination or implementation processes.

Knowledge, Skills and Languages

Required

  • Fluency in English (spoken and written) is required and Fluency in Spanish (spoken and written) is essential for effective engagement with National Societies in the Americas.
  • Solid understanding of IFRC structures, the auxiliary role of National Societies, and the Federation-wide approach to coordination and planning, including exposure to the Way of Working (WoW), as well as practical experience in the implementation and mainstreaming of the Way of Working (WoW) across countries and coordination platforms.
  • Strong skills in communications, knowledge management, data tracking (Excel, dashboards), and coordination support, with demonstrated ability to contribute to learning processes, peer exchange, and documentation of best practices.

Preferred


  • Knowledge of French and/or Arabic is a strong asset.
