Job Overview:
The Senior Civil Engineer/Projects Coordinator is responsible for overseeing quantity surveying, contract management, design coordination, and authority compliance with regulatory standards. The role ensures efficient project execution, from enabling works to handover, by managing costs, contracts, and subcontractors while maintaining quality and safety standards. The role requires strategic planning, negotiation, and a keen understanding of construction processes to ensure project success within budget and compliance parameters.
Key Responsibilities:
Quantity Surveying
- Perform detailed quantity take-offs and cost estimations for civil construction projects.
- Analyze project specifications and drawings to develop accurate cost plans aligned with project goals.
- Monitor and implement cost control measures for project expenditures.
- Collaborate with tendering teams to enhance bid quality and competitiveness.
- Participate in pre-bid meetings and site visits for critical project insights.
Contract Management
- Oversee the development, negotiation, and management of contracts with clients and subcontractors.
- Ensure compliance with contract terms and address variations, claims, and dispute resolutions.
- Lead negotiation meetings to secure client and consultant necessary approvals.
Design Coordination
- Guide design teams to ensure the constructability and cost-effectiveness of project designs.
- Provide insights on design-related cost implications and recommend value engineering opportunities.
- Coordinate design adjustments and evaluate their impact on project costs and timelines.
Authority Compliance
- Stay abreast of local building codes, regulations, and permit requirements.
- Liaise with authorities to secure necessary permits and approvals efficiently.
- Explore efficient methods to promptly secure No Objection Certificates (NOCs), ensuring compliance with regulations and maximizing the potential benefits for development projects.
- Ensure that projects comply with all relevant legal and regulatory standards.
- Submit all Authority inspections for each project and collaborate with inspectors to ensure timely approvals.
Enabling Works
- Develop start-up plans for all projects, overseeing the mobilization and execution of enabling works on-site to ensure a seamless transition to the subsequent structural phases.
- Facilitate the enabling stage by obtaining the necessary permits, approvals, and clearances.
- Plan and manage enabling works, including site preparation and logistics coordination.
- Coordinate with relevant stakeholders to ensure a smooth transition from planning to construction.
- Implement measures to address environmental and safety considerations throughout the enabling works.
Management of Supervision
- Oversee the submission of all civil materials to ensure compliance with project specifications, addressing any issues by identifying and implementing alternative solutions.
- Supervise the submission of all civil shop drawings, ensuring accuracy and resolving any related issues promptly.
- Manage the approval process, including negotiations, to obtain necessary approvals from clients and consultants.
- Ensure a smooth project startup by utilizing approved materials and shop drawings, supporting project engineers in the execution of work.
Subcontractor Management
- Select and manage subcontractors to ensure compliance with project requirements and maintain high-quality standards.
- Negotiate subcontractor agreements and address performance-related issues effectively.
- Address and resolve disputes with subcontractors in a timely manner to minimize project disruptions.
Progress Payments and Financial Management
- Implement and oversee a progress payment system to ensure accuracy and timeliness.
- Monitor and manage project budgets to ensure financial alignment.
- Negotiate payment approvals with consultants and clients.
Handover Documentation and Completion Certificate
- Provide direction to on-site and office teams regarding the handover process, ensuring seamless approval from authorities and a smooth transition to the client.
- Compile comprehensive handover documentation, including as-built drawings and operation manuals.
- Facilitate the completion certificate process by fulfilling all contractual requirements.
- Coordinate with clients to ensure a smooth and satisfactory project handover.
