Position Objective:
The Site Inspector (ELV) carries out day-to-day quality inspection of extra-low-voltage and low-current systems at the off-site factory and on site. The role checks the Contractor's completed installations against the approved drawings, specifications and inspection and test plans, and witnesses the agreed hold, witness, testing and commissioning points before the works proceed.
Job Description & Responsibilities:
Key responsibilities of the QA-QC Site Inspector (ELV) on the modular building construction supervision team:
- Inspect extra-low-voltage (ELV) and low-current installations each day against approved drawings, technical specifications and the agreed inspection and test plan (ITP), recording results clearly and on time.
- Carry out inspections in-factory on the off-site modules and on site, covering fire alarm and detection, CCTV, access control, intrusion detection, public address and voice alarm, building management systems (BMS), structured cabling and data, and audio-visual systems.
- Check that the Contractor's method statements (MS) and inspection and test plans (ITP) are approved and in place before inspecting the related activity.
- Run an inspection-readiness check before any hold point is opened, confirming the prerequisites, prior inspections and approved materials are all in place.
- Witness and clear the Contractor's material inspection requests (MIR) and work inspection requests (WIR) at each hold and witness point, accepting compliant work or returning it for rectification, and stop any work being covered up before it is inspected.
- Inspect containment, cable routing, terminations, labelling and segregation from power cabling, and check structured-cabling installation and testing.
- Witness ELV testing and commissioning, including point-to-point and continuity tests, structured-cabling certification, and cause-and-effect testing for the fire alarm and integrated systems.
- Witness the ELV scope of the Factory Acceptance Test (FAT) before each module ships and the Site Acceptance Test (SAT) once it is installed and confirm inter-module ELV connections on site.
- Verify the calibration certificates of test and measuring equipment before that equipment is relied on for acceptance.
- Raise, log and track Inspection Requests and Non-Conformance Reports (NCRs), keep the punch and snag lists, and carry out first-check verification of installed and progress quantities to support payment, distinct from the Quantity Surveyor's approval.
Qualifications & Experience:
- Diploma or bachelor's degree in electronics, communications, electrical or a related technical discipline.
- Minimum 8 years in extra-low-voltage and low-current QA/QC inspection on building or infrastructure works.
- ISO 9001 Internal Auditor is required; ISO 9001 Lead Auditor is preferred, with practical command of inspection and test plans, hold and witness points and Non-Conformance Report management.
- Sound command of ELV systems inspection and the related testing and commissioning, including fire alarm cause-and-effect and structured-cabling certification.
- Working awareness of fire alarm, structured cabling and security-system standards and the Saudi Building Code (SBC) fire-protection requirements.
- Experience on modular, prefabricated or precast construction or Design for Manufacture and Assembly (DfMA) programs is an advantage, and a fabrication-shop or systems-integration QA-QC background counts toward it.
- Fluent with mainstream project and supervision systems (for example Primavera P6, Aconex and AutoCAD), and quick to adopt the Consultant's in-house systems.
- Saudi or Gulf (GCC) construction-supervision experience is highly preferred.
- Good written and spoken English for inspection records and reporting; Arabic is an advantage.
- Open to international and Saudi candidates, who must be legally eligible to work in Saudi Arabia. The role is based across multiple cities in the Kingdom, and some travel may be required.
