Accounts & HR/Admin Officer Saudi National
Location: Al Khobar, Saudi Arabia
Employment: Full-time
Experience: 3 5 years
Reporting to: Project Head, with functional guidance from Corporate Finance and HR
Role purpose
Support the day-to-day accounting, HR administration and office operations of our Saudi business.
We seek a hands-on Saudi professional with a strong accounting foundation and previous experience working in a startup, newly established company or small business. The candidate should understand local processes, maintain accurate records and coordinate compliance activities with corporate teams and appointed advisers.
Indicative role allocation
Accounting and finance operations: 60%
HR administration and payroll support: 25%
Office administration and compliance coordination: 15%
Key Responsibilities
Handle accounts payable, accounts receivable, invoicing and collection follow-ups.
Verify supplier invoices, employee claims and supporting documents before submitting payments for approval.
Maintain petty cash records and complete bank and supplier reconciliations.
Support monthly closing through schedules for expenses, accruals, prepayments and fixed assets.
Prepare weekly payment requirements, cash-flow updates and monthly expense reports.
Prepare VAT schedules and supporting documentation for review by Corporate Finance or tax advisers.
Issue invoices through the approved accounting system in line with applicable ZATCA requirements.
Coordinate with auditors and consultants to provide requested records.
Follow approved financial controls, payment procedures and authority limits.
Coordinate recruitment scheduling, onboarding, probation tracking and exit formalities.
Prepare monthly payroll inputs and calculations for review and approval.
Carry out assigned employee transactions on Qiwa, GOSI and Mudad within authorized access.
Support wage protection submissions and follow up on discrepancies.
Track employment contract dates, insurance coverage and applicable employee document renewals.
Support leave and final-settlement calculations under Corporate HR guidance.
Monitor relevant Saudization information and flag issues to management.
Respond to routine employee queries and refer policy or employee relations matters to Corporate HR.
Obtain vendor quotations and process requests within approved budgets.
Maintain company asset records, contracts and administrative files.
Track applicable company registration requirements, licences, insurance and submission deadlines.
Coordinate documentation and follow-ups with authorized government relations providers, advisers and relevant authorities.
Maintain a compliance tracker and escalate approaching deadlines or missing documents.
Protect confidential company, employee and financial information.
Implement approved procedures and templates provided by corporate teams.
Identify documentation gaps and follow up until resolved.
Suggest practical improvements to reduce manual work and improve accuracy.
Provide a monthly update covering accounts, payroll, renewals and pending actions.
Essential
Qualifications and experience
Saudi national, based in or willing to work in Al Khobar.
Bachelor s degree in Accounting or Finance.
3 5 years of relevant experience in Saudi Arabia, with accounting as a substantial part of the role.
Previous experience in a startup, newly established company or small business involving multiple responsibilities.
Practical experience in bookkeeping, reconciliations, invoicing and payroll preparation.
Exposure to HR administration and Saudi government portals, including Qiwa, GOSI and Mudad.
Working knowledge of VAT documentation, ZATCA invoicing requirements and routine Saudi employment processes.
Proficiency in Microsoft Excel and accounting software.
Ability to communicate in Arabic and English.
Ability to manage routine work independently and recognize when specialist guidance or approval is required.
Preferred
Experience coordinating with a regional or overseas head office.
Experience supporting accounting or HR system implementation.
Experience In Healthcare, Diagnostics Or Another Service Business.
