  • Purpose of the Consultancy The main objective of this consultancy is to support WHO's Acute Care Action Network (ACAN), the Global Strategy and Global Action Plan on integrated emergency, critical and operative care, and the Acute Care Transformation through Basic Emergency Care (ACT x BEC) initiative.
  • Background In 2023, the WHA adopted Resolution 76.2 (Integrated emergency, critical and operative care for universal health coverage and protection from health emergencies), and in 2024, adopted Decision 77(8) (Development of a global strategy and action plan for integrated emergency, critical and operative care, 2026-2035). In response, WHO established the Acute Care Action Network, a global alliance of key stakeholders committed to saving millions of lives by advancing acute care through collaboration. WHO supports ACAN through a Secretariat across all regions and all levels of the organization and involving multiple departments that have areas of work in acute care. ACAN currently includes 85 participant organizations across multiple sectors, and participants are organized into 4 working groups. WHA76.2 along with WHA77(8) called for the development of a Global Strategy and Action Plan to strengthen ECO delivery and to strengthen the evidence base, research and reporting on ECO delivery. ACAN will be key to implementation of the Global Strategy and Action Plan. The consultant will also support operationalization of the Action Plan through the global ACT x BEC initiative, supporting mandatory reporting on ACT x BEC project activities in 5 countries in the Africa region and expanded use of global ACT x BEC resources and platforms to a cohort of 10 additional countries across other regions. Reporting will include development of a range of dashboards, online systems, and data visualizations.

3.Work to be performed

Output 1: Strengthen reporting systems and digital platforms supporting ACT x BEC coordination and monitoring.

Deliverable 1.1: Develop draft reporting templates to support monitoring and reporting of ACT x BEC activities.

Deliverable 1.2: Develop and maintain a web-based platform, including dashboards, to support coordination, monitoring, and reporting of ACT x BEC and related ECO activities.

Output 2: Strengthen coordination and governance of ACT x BEC and ACAN mechanisms.

Deliverable 2.1: Coordinate quarterly ACT x BEC steering committee, ACAN workgroup meetings, and ACAN chairs meetings to support alignment and collaboration across stakeholders.

Deliverable 2.2: Support coordination of ACAN activities and HQ support to country ECO activities through the maintenance of web-based coordination platforms and regular engagement with relevant teams.

Output 3: Enhance communication and technical support for ACT x BEC implementation and ECO activities.

Deliverable 3.1: Produce draft audio-visual and communication materials to support ACT x BEC implementation and stakeholder engagement.

Deliverable 3.2: Provide technical coordination support for regional ECO activities, including facilitating information sharing and collaboration among relevant WHO teams and partners.

Output 4: Provide technical support for the development of the Regional ECO roadmap in alignment with the global ECO roadmap.

Deliverable 4.1: Provide technical inputs and required coordination to support the development of the regional ECO roadmap in alignment with the global ECO roadmap.

Deliverable 4.2: Contribute to the preparation and review of the draft regional ECO roadmap.

4.Specific requirements

Educational Qualifications

Essential: Advanced university degree (master's level for high end of range) in the area of public health

Desirable: Degree in public health

Experience

Essential: 5-10 years of relevant experience in public health and in the management and implementation of projects. Experience in organizing events and engagement opportunities to improve health outcomes.

International Experience Is Required For International Consultant.

Desirable: Experience in resource limited settings is an asset

Skills/Knowledge

Experience with WHO, other UN agencies is an asset

Excellent communication and interpersonal skills

Very Detail oriented

Excellent strategic thinking and analysis skills

Extensive knowledge of Microsoft package (Word, Excel, PowerPoint)

Strong Computer Skills Including Experience With Google Sheets

Languages and level required (Basic/Intermediate/Advanced):

Essential: Expert knowledge of English

Desirable: Intermediate knowledge of French or any other WHO languages
