Job Description
Role Purpose:
The Senior Administration Officer is responsible for overseeing and coordinating key administrative, personnel credentialing, and operational support functions to ensure seamless service delivery across the organization. The role manages critical employee identification systems, airport access requirements, insurance administration, fleet readiness, and staff clearance processes while ensuring full compliance with regulatory and organizational standards. Through effective oversight, coordination with external authorities, and support to internal departments, the Senior Administration Officer enhances operational efficiency, strengthens administrative controls, and upholds high service and governance standards within the organization.
Key Responsibilities/Duties:
- Employee Master Data & ID Lifecycle Management
Oversees the master employee database and ensures the full lifecycle management of Staff ID Cards, including issuance, renewal, verification, and quality control, while ensuring compliance with internal security standards.
- Judicial Card Governance & Authorization
Manages and authorizes the issuance and renewal of judicial cards for eligible DCAA personnel, ensuring accuracy, eligibility validation, and adherence to regulatory requirements.
- Airport Access Permit Management
Leads coordination with Dubai Airports to secure and monitor airport entry permits for permanent staff, outsourced personnel, visitors, and trainees, ensuring timely processing and adherence to airport security regulations.
- Airport Driving Permit (ADP) Compliance
Oversees the renewal and compliance of Airport Driving Permits, coordinating mandatory ADP training with the Dubai Airports airside department and ensuring all authorized personnel maintain valid operational access.
- Health Insurance Administration (Enaya System)
Supervises the administration of the Enaya Health Card System in coordination with DHA, ensuring timely processing of member additions, renewals, updates, and compliance with health insurance policies.
- Insurance Claims & International Coverage Management
Manages the processing of health service fee refunds and oversees the issuance of International Insurance Coverage Letters for employees on official or overseas training missions, ensuring accuracy and timely facilitation.
- Fleet Operations & Transportation Oversight
Ensures the operational readiness, maintenance, and tracking of the DCAA official vehicle fleet; oversees driver compliance with updated credentials and airport safety standards; and coordinates parking passes and visitor exit permits with Dubai Airports.
- Employee Clearance & Administrative Reporting
Leads the staff clearance process for resignations, transfers, and terminations, ensuring all obligations and documentation are completed accurately; and provides advanced administrative support, reports, and operational insights to maintain high-quality service standards.
Perform any other tasks assigned that are consistent with the section's mandate and operational responsibilities.
Qualifications
Academic Qualifications:
- Bachelor's degree in Business Administration, Public Administration, Facilities Management, or a related field from a recognised university.
- Master's degree in Business Administration, Public Administration, or a related discipline is preferred.
Certifications:
- Microsoft Office
- Health, safety, and environmental management certification (e.g. NEBOSH or equivalent) — preferred.
- Customer Service Excellence Certification — preferred
Professional Experience:
- Minimum 8 years of progressive experience in administrative management, facilities operations, or corporate support services with a Diploma degree; or 2 years with a Bachelor's degree, or fresh graduate with a Master's degree.
- Proven experience in facilities management, property oversight, and administrative service delivery within a UAE government or regulatory entity.
