Job Description

Job Purpose

Lead the preparation and submission of competitive Tenders within assigned Area of Operations across multiple disciplines (Mechanical / Pipeline / E&I: Electrical & Instrumentation / Civil Engineering) within defined timeframes in coordination with Group PTD (Central Support Office), clients, suppliers, subcontractors, and projects teams and as per company standards in order to ensure a winning bid.

Job Duties

Area Estimation Framework & Activities

  • Ensure that all the communications (Queries, Extension of Time, etc.) between the Client and the PTD are processed on time and submitted as per the client requirements.
  • Manage & oversee the preparation of the technical tender submittals, all technical aspects according to the instruction to bidders, ensuring that the submission is complete as required.
  • Ensure that Technical and Commercial submissions to tender are fully compliant with all necessary details as per tender requirements.
  • Coordinate with different departments and trades to understand their specific requirements for Site Visits, Clarifications, Logistics, Procurement, or any other requirements, essential to complete the tender successfully.
  • Coordinate and follow-up with all stakeholders (PTD: Central Support Office team, Client, Suppliers, Subcontractors, Projects teams, different corporate departments, etc.) to ensure that pre-bid & post-bid clarifications are addressed.
  • Review and control Area tender documents compiled by the team, and the preparation of queries to clarify client expectations when needed.
  • Coordinate & review with the technical team the consolidated proposal documents, including Manhours, Equipment/Plant hours, adopted and approved subcontractors and suppliers, method statement and others as required by the tender documents.
  • Close the pricing phase of the tender in collaboration with different departments and trades before the final tender submission date.
  • Prepare relevant technical and commercial bid presentations to the management review.
  • Maintain accurate and comprehensive internal bid documentation and database.
  • Propose discounts related to competitive offers and coordinate with the Area Managers to confirm these discounts.
  • Partner with the Area Procurement & Subcontracts team and provide them, along with the team, with all prepared Invitations to Bid (ITB) and request for quotations (RFQ), to be shared with vendors.
  • Evaluate, along with the team, quotations received from vendors and secure the best pricing by proper follow up and coordination with Area Procurement & Subcontracts team and suppliers to be able to decide on the most comprehensive and competitive offers, to use and to provide the proper input on the Pricing sheets, all in alignment with client specifications.
  • Liaise with the Planning team during the preparation of schedule of works, plant lists, and crew's distribution while providing all necessary information.
  • Assess and liaise with concerned departments for the optimization of direct & indirect rates (internal & external) as well as indirect project costs including the cost of temporary facilities and benchmark with actual market prices.
  • Estimate and price the Indirect cost related to the activities and or disciplines.
  • Conduct client visits when needed to provide the necessary answers and clarifications to the team to enhance pricing efficiency.
  • Evaluate tender risks and generate needed assessments and recommendations to Managers at project start-up and onward until submission.
  • Provide relevant support to the operations team following contract award to ensure a comprehensive and smooth handover of the project via transfer notes/transfer meeting and prepare the budget to the cost control department.
  • Train and provide support to Area staff and resources working in Tendering within own discipline to ensure work is completed on time, and according to company standards.

Interface Activities

  • Prepare and/or attend launching meetings, review engineering requirements, and plan for the estimation tasks to complete proposals within deadlines.
  • Organize and attend Internal progress meetings and update the team on progress and to raise concerns, if any.
  • Conduct direct meetings with the clients, suppliers, subcontractors, engineering firms, and others, perform site visits and communicate directly with different projects staff to collect as much as possible actual and accurate data.
  • Perform technical presentation to the client and attend technical clarification meetings with the client after technical submittal, where required.
  • Represent company in Client Technical proposal meetings.
  • Attend Reconciliation Meetings in Joint Venture Tender for controlling and approving the Technical & Commercial affairs.

Qualifications

  • Bachelor's Degree in Engineering in a relevant discipline (Civil/Electrical/Mechanical/Pipeline).
  • 15 years of experience in estimation, reading, interpreting & analysing tender documents with at least 5 years working on site on Oil & Gas projects.
  • Excellent knowledge of the construction industry in the Oil & Gas field.
  • Solid background in Project Management.
  • Sound knowledge on other engineering disciplines.
  • Excellent command of English and Arabic. French is a plus.
  • Excellent computer skills (MS Office & AutoCAD), CANDY is a plus.
