Project & Development Services - MENA

JLL Project & Development Services (P&DS) MENA provides consulting, design, management and build services to tenant and owners, leveraging technology and digital solutions to drive outstanding service delivery.

We bring a life-cycle perspective to our clients, from development solutions to our core services in programme, project and cost management and consulting in digital solutions, tenancy management, sustainability, leisure & entertainment, and workplace & design.

Role

The Assistant Cost Manager will provide comprehensive cost management and quantity surveying services across pre and post-contract phases for real estate projects. This role requires a detail-oriented professional who will support budget preparation, cost planning, contractor negotiations, and financial reporting while developing expertise in cost consultancy within JLL's Project & Development Services team.

What this job involves

  • Preparing accurate take-offs from drawings with emphasis on speed and precision.
  • Producing budget estimates, pre-contract cost plans, and cost estimates at various project stages.
  • Preparing Bills of Quantities in standard formats and pre-tender cost estimates.
  • Conducting tender evaluations and preparing tender evaluation reports.
  • Reviewing and negotiating prices with contractors and suppliers.
  • Preparing contract documents and tender documentation.
  • Reviewing monthly payment valuations and contractor applications.
  • Managing project change control including variations and additional works.
  • Preparing cost reports and budget vs actual cost reconciliation reports.
  • Conducting measurement tasks using CostX or equivalent software.
  • Pricing and validating post-contract cost estimates and change orders.
  • Preparing project cash flow forecasts for all project stages.
  • Supporting supply chain management activities as required.
  • Attending commercial meetings with project stakeholders.
  • Contributing to Final Account preparation and contractor negotiations.
  • Representing JLL professionally with clients and project teams.

Desired Skills And Experience

  • Bachelor's degree in Quantity Surveying, Construction Management, Civil, Architectural, Electrical, Mechanical Engineering, or related field.
  • 3-5 years of experience in cost management within the real estate sector.
  • Strong pre and post-contract cost and commercial management skills.
  • Excellent take-off abilities with attention to accuracy and speed.
  • Proficiency in AutoCAD and Microsoft Office Suite.
  • Experience with cost estimation software (CostX, PlanSwift, Bluebeam, or Candy) advantageous.
  • Strong attention to detail with passion for high standards.
  • Excellent written and oral communication skills.
  • Strong prioritization and self-management abilities in high-pressure environments.
  • Hardworking and proactive with strong desire to learn and progress.
  • Experience in construction, fit-out, and/or renovation projects preferred.
  • Associate/Member RICS or working towards chartership advantageous.
  • Middle East experience preferred but not essential.
