Job Description

  1. Prepare comprehensive and detailed cost estimates for tenders by thoroughly reviewing drawings, specifications, BOQs, scope documents, and client requirements to ensure full scope coverage and pricing accuracy.
  2. Analyze project documentation to identify technical scope, commercial risks, constraints, assumptions, exclusions, and cost-sensitive elements that may impact pricing strategy.
  3. Perform accurate quantity take-offs and measurements using approved standards and estimation software to determine precise material, labor, and equipment requirements.
  4. Invite, evaluate, and negotiate quotations from suppliers and subcontractors, ensuring technical compliance, competitive pricing, and alignment with project specifications.
  5. Develop, update, and maintain an internal cost database covering material prices, labor rates, productivity norms, subcontractor benchmarks, and prevailing market trends.
  6. Coordinate closely with engineering, design, procurement, and planning teams to clarify technical queries, resolve discrepancies, and ensure complete scope understanding during the bidding stage.
  7. Prepare and compile technical and commercial bid submissions, ensuring compliance with tender instructions, contractual requirements, and submission deadlines.
  8. Conduct cost comparisons, sensitivity analysis, and benchmarking exercises to enhance pricing competitiveness while safeguarding company margins.
  9. Identify and recommend value engineering opportunities that optimize cost efficiency without compromising quality, safety, or regulatory compliance.
  10. Evaluate project risks, including commercial, technical, and market-related factors, and incorporate appropriate contingencies and risk allowances within the estimate.
  11. Participate in pre-bid meetings, site visits, and clarification meetings with clients and consultants to gather critical project insights and strengthen bid positioning.
  12. Support senior management with detailed cost analysis, budgeting inputs, feasibility studies, and financial assessments for new business opportunities.
  13. Review draft contracts and tender conditions to ensure alignment between estimated costs, scope coverage, payment terms, and contractual obligations.
  14. Prepare cash flow forecasts, cost breakdown structures, and resource-loaded estimates to support financial planning and project execution strategies.
  15. Maintain organized documentation, version control, approval records, and audit trails for all estimation activities to ensure transparency, traceability, and compliance with internal controls.
