The Project
This is an opportunity to work on a large new build airport, that will set a global benchmark for aviation experience and aims to attract 120 million passengers by 2030 in Saudi Arabia.
You'll Be Responsible For
- Develop and maintain the Handover & Performance Assurance Framework, including governance processes, templates, and assurance criteria across all project packages.
- Define and monitor handover certification processes to ensure full compliance with contractual, regulatory, and operational readiness requirements.
- Establish performance assurance protocols to verify systems, assets, and facilities meet design intent and readiness standards, including oversight of snagging and defect closure.
- Act as the primary interface between Design, Construction, Commissioning, and Airport Operations to coordinate a seamless, risk-managed transition of completed works.
- Maintain the Handover Documentation Register, including O&M manuals, as-built records, warranties, and asset registers.
- Chair Handover Readiness Committees and Stage Gate reviews, tracking risks, actions, and non-conformances to closure.
- Monitor and report contractor handover performance against KPIs and quality benchmarks, escalating shortfalls and driving corrective action.
- Provide regular reporting to the CISE Director on handover progress, assurance status, and risk trends, while driving continuous improvement in handover practices.
You'll Need To Have
- 20+ years of experience in handover, commissioning, and performance assurance management on major capital projects.
- Proven experience on airport, transportation, or large-scale infrastructure programmes, managing handover from construction to operations. Experience within an integrated PMO/JV consultancy structure is highly desirable.
- Bachelor's degree in engineering, Construction Management, Aviation Management, or a related discipline (master's preferred); professional certification such as PMP, CQM, APM PMQ, or MCIOB is advantageous.
