Mission:

The AVM Supervisor is a Key Personnel on an independent Project Management Services (PMS) team supervising and assuring a separately-appointed Contractor's delivery of a 2nd-generation Automatic Vehicle Management (AVM) system for the Emirate of Abu Dhabi's bus network — alongside a parallel 2nd-generation Automatic Fare Collection (AFC) system. This is not a system delivery, design or installation role. The role is to independently review, inspect, witness and report on the Contractor's AVM design, implementation, testing and go-live readiness on behalf of the client (the Centre), and to give the client an evidence-based basis for every acceptance, payment and go-live decision it makes.

ACTIVITIES:

Design assurance

• Review AVM design covering real-time vehicle tracking, dispatch, route adherence, headway management, incident management, driver communications, RTPI and operational workflows.
• Review on-board architecture: On-Board Computer (OBC), driver console, CAN/FMS, Automatic Passenger Counting (APC), Passenger Information System (PIS), alarms, AFC interface, power and network connectivity, and ITxPT-related integration.
• Review Operations Control Centre (OCC), Backup OCC, Traffic Management Centre (TMC) and depot designs — workstations, video-wall integration, operational workflows, monitoring and failover.
• Review the DIVA integration and confirm the operational boundary between planning/scheduling/rostering and on-the-day AVM dispatch control.
• Review MMJP, PIS, SIRI, GTFS/GTFS-RT, NeTEx, VDV and other passenger-information or planning interfaces relevant to AVM operations.
• Review AVM KPI design (system availability, OBC availability, location accuracy, arrival-prediction accuracy, data latency) and AVM Light / data-only designs for alternative transport modes.

Implementation supervision

• Supervise sample and production fitment of on-board AVM and APC equipment across bus types; verify installation quality against approved designs.
• Review vehicle fitment records (device serials, SIM allocation, network configuration, CAN/FMS connection) and confirm on-board devices operate together without conflict.
• Supervise OCC/Backup OCC/TMC/depot implementation, including workstation and video-wall commissioning, network connectivity and operator workflows.
• Review implementation readiness for electric and hydrogen vehicles and other alternative modes (light-rail, maritime, future services) where applicable.

Testing, commissioning and go-live

• Verify AVM test coverage — tracking, dispatch, headway, route change, driver communications, alarms, PIS, APC, TSP, DIVA and MMJP scenarios — across FAT, SIT, SAT and UAT.
• Witness AVM-related test events and bus-in-box testing; monitor defect triage, severity and closure for AVM-related findings.
• Contribute AVM-specific input to Go-Live Readiness Assessments and go/no-go recommendations, and support hypercare monitoring for AVM after go-live.

Reporting and governance

• Issue discipline-specific (not generic) design and implementation review comments, tracked to closure with documented evidence.
• Contribute to weekly/monthly PMS progress reporting, the RAID register, and the Interface Register for all AVM-related interfaces.
• Escalate any AVM-related risk to safety, operational continuity or go-live readiness without delay.

JOB EXPERIENCE:

• Minimum 7 years of international and/or local direct AVM/CAD-AVL experience — hands-on delivery, integration or assurance of vehicle-tracking/fleet-management systems, not adjacent ITS or general transport-planning experience.
• At least one reference project involving AVM, CAD/AVL, OCC, fleet control, dispatch, on-board systems, RTPI, APC, driver communications, traffic priority or depot systems.

KNOWLEDGE & SKILLS

• Technical domains - OBC and driver console; OCC and Backup OCC operations; fleet control, dispatch and headway management; RTPI; APC; Transit Signal Priority (TSP); DIVA and scheduling-system interfaces; SIRI/GTFS/ITxPT or equivalent standards; vehicle fitment supervision; depot integration; testing, commissioning and operational acceptance
• Language - Fluent business English (written and spoken) — mandatory for reporting and stakeholder communication
• Documentation - Able to supply a project-specific CV, employment references, and project sheets suitable for client (government authority) approval

Preferred / Advantageous

• Prior exposure to European or international CAD-AVL/AVM platforms used in comparable public-transport programmes (e.g., established CAD-AVL/fleet-management OEM solutions), and to Gen1→Gen2 AVM technology transitions specifically.
• Experience with EV/hydrogen fleet integration, alternative-mode (light rail, maritime, on-demand) AVM/telemetry integration, or AVM Light/data-only architectures.
• Experience in a client-side supervision, owner's-engineer, or independent assurance role (as opposed to only vendor-side delivery experience) — this role reviews and holds a Contractor to account rather than delivering the system itself.
• GCC or Middle East project experience; Arabic language skills (coordination capability, not a substitute for English reporting fluency).
• Relevant professional certifications (e.g., ITS/ITxPT-related credentials, PMP/PRINCE2 as a secondary asset, though not mandatory for this role under the tender).
