We are seeking a dynamic and results-driven Bid Manager to lead Serco's bid pursuits across the full bid lifecycle, from initial qualification through to contract award. The successful candidate will be proactive, innovative, and customer-focused, with the ability to develop and articulate winning strategies and tailored solutions. This role involves managing complex bids end-to-end, including win theme development, pursuit strategy, competitive analysis, solution design, and proposal management, ensuring high-quality submissions delivered on time and within budget. Working closely with business development, bid teams, and subject matter experts, you will bring together all elements - solution, finance, commercial, and production - to create compelling, competitive proposals. Strong leadership, stakeholder engagement, and programme management skills are essential, along with the ability to mentor and guide bid teams. Based primarily in KSA, the role requires regular travel across the GCC, including the UAE.
Key Accountabilities
- Lead and motivate high-performing bid teams, ensuring competitive, compliant, and winning submissions.
- Develop and implement winning bid strategies aligned with Serco's growth objectives.
- Manage diverse internal and external stakeholders, with a focus on key client accounts.
- Oversee strategic bid development to deliver persuasive, commercially competitive proposals.
- Ensure all bids comply with RFP requirements and Serco's governance processes.
- Create and manage detailed project plans, budgets, and resources to deliver bids on time and within budget.
- Drive innovation and continuous improvement in bid management practices.
- Conduct competitor, market, and stakeholder analysis to inform bid strategies.
- Maintain accurate pipeline data and reporting in MS Dynamics, ensuring effective handover of account information.
- Provide leadership in governance presentations and mentor bid teams to enhance capability.
Specific Requirements
- Proven experience in bidding within service-based, government or quasi-government contracting environments.
- Demonstrated success in building and leading winning bids valued at GBP 10 million or more.
- Strong sector and market knowledge in one or more of the following fields: Citizen Services, Justice & Immigration, Defence, Airport Operations, Asset Management, and Fire & Rescue Services.
- Minimum 5 years experience managing complex bids and project processes.
- Previous working experience in the Kingdom of Saudi Arabia.
- Fluency in Arabic (reading, writing, and speaking).
- Certified Lean Six Sigma Yellow / Green / Black Belt preferred.
