We are seeking a Business Development Manager to lead Government-to-Government (G2G) and Business-to-Government (B2G) institutional engagement initiatives across priority markets. The role operates at the intersection of technology, regulation, and sovereign policy, requiring structured institutional growth within government ecosystems.

Candidates must demonstrate direct experience in institutional, G2G, or B2G environments.

About the Role

The successful candidate will drive structured government engagement strategies across multiple portfolio verticals, manage long-cycle institutional opportunity pipelines, and build trusted relationships with ministries, regulators, and state-affiliated entities.

The role requires navigating complex regulatory frameworks, aligning solutions with national mandates, and structuring engagements within high-governance environments.

Responsibilities

  • Identify, develop, and advance G2G and B2G opportunities across priority markets and regulated sectors
  • Build and maintain long-term relationships with ministries, authorities, regulators, and state-owned entities
  • Align group-level capabilities (security, biohealth, regulatory platforms, digital systems) with national development priorities
  • Develop and execute structured institutional engagement strategies across multiple portfolio verticals
  • Manage institutional opportunity pipelines from early stakeholder engagement through tendering and formal approval stages
  • Lead engagement through RFP/RFQ, prequalification, and structured procurement cycles
  • Prepare executive-level concept notes, proposals, and strategic briefing materials for senior government stakeholders
  • Coordinate cross-functionally to structure compliant commercial frameworks aligned with government procurement regulations
  • Conduct stakeholder, regulatory, and policy analysis to support sovereign positioning
  • Track pipeline value, risks, and forecasts for executive leadership

Qualifications

  • Bachelor's degree in Business Administration, Public Administration, International Relations, Economics, or related field
  • MBA or relevant certifications preferred

Required Skills

  • 79 years of experience in G2G, B2G, government relations, or institutional business development
  • Proven direct engagement with ministries, regulators, or sovereign authorities
  • Experience operating within regulated, security-sensitive, or compliance-heavy environments
  • Demonstrated exposure to complex approval structures and long-cycle procurement frameworks
  • Ability to operate across multiple industry verticals within a holding structure
