Job Description

The Business Development Manager - Business to Government (B2G) Consulting will lead and drive growth within the KSA business, with a focus on government services, defence, FRS, and consultancy. This role is critical in understanding the market, building strategic partnerships, delivering tailored solutions, and aligning our offerings with the strategic priorities of the Kingdom of Saudi Arabia.

The role will be responsible for developing Government Services, Defence, FRS, and consultancy as key focus areas within the KSA. This includes building a strong pipeline, shaping new opportunities to deliver profitable growth, and promoting Serco's business as a recognised, highquality, and reliable service provider to prospective clients and stakeholders.

The ideal candidate should have exceptional interpersonal and negotiation skills, strong analytical and problemsolving abilities, and a demonstrated ability to lead crossfunctional teams and manage complex projects.

Key Accountabilities

  • Conduct market analysis to understand the addressable market, identify opportunities, and determine target clients within the KSA.
  • Generate new business and organic growth opportunities within government services, defence, FRS, and consultancy in the KSA.
  • Develop and maintain relationships and partnerships with KSA ministries that support our growth ambitions.
  • Work with Business Units to lead the shaping and design of new marketfacing value propositions.
  • Support the development of new products and service offerings, as well as strengthen existing unique selling propositions (USPs).
  • Support and guide the development of appropriate solutions during bidding, providing relevant input to SMEs and the Bid team.
  • Create, lead, and implement a structured client engagement programme that serves as a framework for the sales team.

Specific Requirements

  • Minimum of 10 years experience in business development or solutions management in KSA and within government services sectors.
  • Proven experience in the Middle East market, particularly in KSA.
  • Strong understanding of the Government Services sector.
  • Proficiency in English and Arabic.
  • Knowledge of the KSA market, with an established network within ministries and government entities in the Kingdom.
  • Certified Lean Six Sigma Yellow / Green / Black Belt preferred.
