We are seeking a high-caliber, results-driven Business Development Manager (BDM) with a proven track record in the blue/white-collar manpower supply or HR outsourcing space to lead our next phase of commercial growth.
Objectives of the RoleAs our Business Development Manager, you will be the commercial engine of the company. You will lead the hunter sales lifecycle—identifying prospective B2B clients, getting pre-qualified on vendor lists, negotiating large-scale labor contracts, and securing high-margin, long-term manpower accounts.
Key Responsibilities1. Sales Leadership & Client Acquisition- Pipeline Generation: Proactively identify and close new business opportunities for manpower outsourcing and staff leasing across target sectors (Construction, Manufacturing, Facilities Management, Logistics, etc.).
- Joint Sales Meetings: Lead and attend high-level client pitch meetings, both independently and jointly with Sales Executives, to deliver powerful presentations and coordinate aligned sales strategy efforts.
- Strategic Networking: Build and nurture strong, direct relationships with Procurement Managers, HR Directors, and Project Managers within target organizations.
- Vendor Registrations: Lead the company's registration and pre-qualification efforts with Tier-1 contractors and major developers to secure placement on Approved Vendor Lists (AVL).
2. Client Assessment & Financial Due Diligence- Client Qualification & Assessment: Conduct rigorous evaluations of potential clients during joint and individual meetings to assess their true manpower requirements, operational environment, and safety compliance.
- Paying Ability & Credit Risk Evaluation: Perform critical due diligence on the financial viability and paying ability of prospective clients (including checking market reputation, payment track records, and financial standing) to protect the company from bad debts and delayed payments.
3. Proposal, Terms Negotiation & Contract Finalization- RFP & Tender Management: Review Requests for Proposals (RFPs) and lead the preparation of technically compliant and commercially competitive bid proposals.
- Pricing Strategy: Calculate profitable, market-competitive pricing models (unit rates, day rates, cost-plus, or lump-sum) while balancing overhead, recruitment fees, and corporate margin targets.
- Terms and Conditions Formulation: Draft, review, and negotiate favorable commercial terms and conditions (e.g., mobilization timelines, payment terms, overtime rates, and liability clauses).
- Contract Finalization: Drive negotiations from initial pitch to contract finalization and execution, ensuring legal alignment, commercial feasibility, and mutually agreed-upon Service Level Agreements (SLAs).
4. Cross-Functional Collaboration- Recruitment Liaison: Work closely with the internal recruitment and operations teams to verify that client manpower requests are realistic, executable, and aligned with current talent pipelines.
- Regulatory Compliance: Ensure all business secured strictly adheres to local labor laws, wage protection systems (WPS), and nationalization quotas (e.g., Nitaqat in Saudi Arabia / Emiratisation in the UAE).
Required Skills & Qualifications- Industry Experience: Minimum of 8 years of direct B2B sales/business development experience within the Manpower Supply, Staffing, or HR Outsourcing industries.
- Financial & Commercial Acumen: Proven ability to assess a client's financial credibility, understand balance sheets/market payment reputations, and negotiate complex payment terms.
- Proven Track Record: A demonstrable history of meeting and exceeding individual sales targets, with a portfolio of closed accounts totaling AED 5M
- Market Knowledge: Deep understanding of regional manpower contracting, localized pricing structures, labor laws, visa mobilization timelines, and worker welfare compliance frameworks.
- Negotiation & Pitching: Exceptional communication, pitching, and contract negotiation skills with C-suite executives and procurement committees.
- Mobility: A valid local driving license is mandatory, as this role requires frequent travel to client offices and active project sites.
Preferred Qualifications- A strong, active network of established procurement and HR contacts in [Target Country/Region].
- Bilingual fluency in English and Arabic is highly advantageous.
- Experience dealing with both blue-collar (skilled/unskilled labor) and professional white-collar outsourcing.
