Job Description

PURPOSE OF WORK:

To procure all refinery high/value technical nature materials, chemicals, equipment and spare parts, in accordance with end-users requirements and in line with Samref established Purchasing Procedures.

REGULAR ASSIGNED DUTIES:

  • Receives stocks & non-stocks materials requisitions, develops and prepares purchase orders, using the SAP system and submits to management for approval.
  • Issues request for quotations to local/foreign vendors receives and tabulates bids received and recommends selections of successful supplier for procurement as per the Samref policies & procedures established.
  • Receives, responds to correspondence, memos & communications with regard to requisitions, purchase orders, materials discrepancy reports and other procurement related matters. (Competent in all types of technical and non-technical correspondence).
  • Co-ordinates with Saudi Aramco/Exxon-Mobil or their outsourcing agents in USA, Europe and Far East on all matters pertaining to Samref's Purchase Requisitions.
  • Co-ordinates with expeditors the freight forwarding methods and logistics.
  • Ensure compliance with advance duty exemption requirements.
  • Monitors supplies performance, interview their representatives, identify potential new sources. Plans, coordinates and arranges supplier's surveys.
  • Assists and advises Samref end-user departments on material procurement matters.
  • Co-ordinates the sale of scrap and surplus materials.
  • To apply skillful negotiating techniques with suppliers to achieve major savings to Samref.
  • Identify reliable sources of supplies for the supply of quality material at the best total value.
  • Pre-qualify the suppliers as per the established procedures.
  • Provides advice, guidance, delivery status to end-user department through usage of SAP and Electronic Mail.
  • Issue Purchase Orders for the repair & return of major refinery equipment and supervise repair and return activities.
  • Should be knowledgeable in the international Freight forwarding terms (INCO terms).

Education:

Bachelor's degree in Business Administration, MIS, Material Management, Supply Chain or equivalent

Experience:

Minimum 3 - 6 years of experience in buying/ purchasing/ supply chain management.

Experience in working with SAP and ARIBA systems within refinery, petrochemical, industrial, or project environments.
