Strategy
- Develop and evaluate policies governing Right-of-Way occupation, encroachment, and inspection protocols, coordinating with internal RTA units and external authorities to align with operational needs and legal requirements.
- Lead initiatives to enhance field-inspection practices and regulatory frameworks through the adoption of AI-powered violation detection and advanced monitoring technologies.
- Contribute to cross-agency policy development by drafting MOUs and agreements with relevant government and semi-governmental entities.
Operations
- Execute and monitor field inspection campaigns to identify and address violations related to excavation, encroachments, and utility works by contractors and service entities (e.g., DEWA, Etisalat, DM, DU, Tabreed).
- Allocate inspection areas and revise staff rosters for continuous inspection coverage.
- Supervise issuance of final clearance certificates for completed infrastructure projects (e.g., DS, IRR, 132KV, ITS, and network projects) in line with applicable regulations.
- Review inspection reports, case studies, and violation records; issue warnings and escalate major breaches to the Section Manager as appropriate.
- Attend and coordinate emergency inspection responses 24/7, ensuring timely deployment of inspectors and communication with affected parties.
- Enhance coordination and communication between consultants, contractors, and internal departments on ROW-related issues.
- Coordinate with relevant agencies to monitor and respond to rainwater accumulation within road boundaries in development areas, ensuring timely drainage and public safety.
Process Improvement
- Analyze team performance using defined KPIs
- Implement Corrective Action Plans and Close Non-Compliance Reports Using the RTA Regulatory Inspection Maturity Model
- Promote continuous process improvement by integrating lessons from field inspections and stakeholder feedback.
- Ensure the section's full compliance with the Disciplinary Inspection Policy and proactively manage audit findings.
- Supervise the preparation and ongoing update of campaign documentation, inspection statistics, and technical reports for internal performance review and decision-making.
- Review and follow up on implementation of outsourcing contracts for department staff in collaboration with procurement and HR units.
Physical Working Conditions
- This role requires regular site visits, participation in emergency field operations, and supervision of on-ground inspection teams in all weather and environmental conditions across Dubai's Road network whenever deemed necessary.
Qualifications
Job Qualifications & Requirements
Education: Bachelor's degree in civil engineering or master's degree in transportation engineering or related field
Experience: 5+ years in case of master's degree (7+ years in case of bachelor's degree) in related field
