Job Description
Job Purpose:
- Lead planning, oversight, and compliance of Dubai Metro Alstom rolling stock maintenance and delivery programs.
- Ensure safety, performance, and integration with RTA standards.
- Govern contractor execution, testing, and lifecycle optimization to sustain reliable service.
Roles & Accountabilities:
Strategy
- Develop Alstom rolling stock maintenance strategies with KPIs and optimization initiatives aligned to operational and strategic objectives.
- Support the preparation of functional requirements and technical specifications for Alstom rolling stock and associated procurements.
- Provide technical expertise in tender evaluations, apply value engineering principles, and oversee contractor performance on Alstom projects.
- Supervise all technical systems related to Alstom rolling stock and mass transit maintenance, ensuring system sustainability and integration with internal and external platforms.
- Maintain risk register, oversee hazard mitigation measures, verify safety cases, and manage variations/claims related to Alstom rolling stock and associated systems.
Operations
- Monitor Alstom rolling stock maintenance contracts to ensure quality, compliance, and timely execution of preventive and corrective maintenance programmes.
- Review and evaluate contractor submissions related to design, installation, and maintenance of subsystems including HVAC, propulsion, brakes, TCMS, and doors.
- Coordinate cross-functional interfaces involving signaling, SCADA, power, depot, and communications to ensure seamless implementation and serviceability.
- Lead and supervise Factory and Site Acceptance Testing activities; oversee commissioning, technical inspections, and quality assurance for Alstom assets.
- Analyze performance data and maintenance reports for Alstom rolling stock; prepare detailed assessments and recommendations for management.
- Oversee preventive and corrective maintenance programmes for workshop equipment, ensuring fault analysis and corrective actions meet safety and performance standards.
- Manage spare parts availability for Alstom rolling stock and workshop equipment, ensuring supplier compliance with Authority policies and procedures.
- Coordinate scrapping and replacement of Alstom railway and mass transit assets in accordance with Authority policies and collaborate with relevant departments.
- Facilitate accurate registration and financial valuation of Alstom railway assets resulting from projects, ensuring data integrity in coordination with concerned departments.
Product / Process Improvement
- Review and update Alstom maintenance specifications, manuals, and standards to align with evolving technical requirements and industry best practices.
- Utilise the Maintenance Management System to identify root causes of faults, recommend corrective actions, and ensure effective contractor execution.
- Propose modifications to maintenance plans, validate engineering changes, and assess variation claims in collaboration with operators and contractors.
- Review, audit, and approve maintenance-related requests, improvement procedures, and engineering changes and coordinate with Contracts, Procurement, and Finance for financial disbursements.
Physical Working Conditions
- Conduct field inspections during handover, site acceptance, testing, commissioning, and quality audits; ensure snag identification, tracking, and closure during the Defect Liability Period (DLP) for Alstom assets.
Qualifications
Education:
- Bachelor's degree in mechanical engineering, electrical engineering, or rail systems engineering; master's degree in transportation Engineering or maintenance management.
Experience:
- 6+ years in case of master's degree (8+ years in case of bachelor's degree).
