Job Description

Role Overview

The CEO of LeSys is responsible for leading the full digital transformation, consulting, and technology service portfolio across multiple government verticals including Health, Education, Municipal, Enterprise Government, Shared Services, and national programs.

This role oversees P&L, operations, large-scale delivery, consulting practices, PMO governance, and technical execution. The CEO will drive strategic growth, ensure high-quality delivery, and position LeSys as a national leader in systems integration, digital government services, and technology modernization.

Key Responsibilities

  • Strategic Leadership & Vision
  • Develop and drive LeSys long-term strategy aligned with national priorities and Leader Group's strategic direction.
  • Expand LeSys footprint across multiple government industries (Health, Education, Municipal, Enterprise, Authorities, Regulators).
  • Lead transformation toward a high-performing consulting + technology hybrid delivery model.
  • P&L Ownership
  • Own full P&L including revenue planning, profitability, cost optimization, and business performance.
  • Establish growth targets across digital transformation, consulting, cybersecurity, infrastructure, ERP, and SaaS.
  • Ensure sustainable financial performance through diversified government business lines.
  • Portfolio & Service Delivery Leadership
  • Oversee delivery of complex digital programs, PMO offices, smart city projects, shared services, and enterprise systems.
  • Ensure all projects meet contractual, operational, and quality standards.
  • Implement governance frameworks to monitor performance across all delivery units.
  • Lead service expansion in:
    • ERP & enterprise systems
    • Cybersecurity & infrastructure
    • Custom systems & platforms
    • SaaS products
    • BPO/PPO government operations
  • Government Relationship Management
  • Build executive-level relationships with ministries, authorities, municipalities, regulators, and government PMOs.
  • Position LeSys as a strategic advisor in national digital initiatives.
  • Lead discussions on PPP models, national transformation programs, and major government contracts.
  • Operational Excellence & Organizational Development
  • Lead multidisciplinary teams including consultants, system integrators, cybersecurity experts, network engineers, ERP teams, PMO specialists, and digital delivery units.
  • Build a scalable operating model to support multi-industry growth.
  • Establish performance KPIs, delivery governance, and quality assurance processes.
  • Bid Management & Commercial Excellence
  • Oversee mega bid submissions, RFP strategies, pricing, and commercial frameworks.
  • Lead solutioning for national tenders and digital transformation programs.
  • Ensure compliance with government procurement frameworks and contractual standards.
  • Innovation & Technology Strategy
  • Drive adoption of emerging technologies including AI, data analytics, IoT, and Smart City platforms.
  • Strengthen LeSys portfolio of digital solutions, citizen services, and mission-critical systems.
  • Promote innovation in service delivery, operating models, and customer experience.
Qualifications & Experience

  • 1522 years of experience in government digital transformation or systems integration.
  • Strong background in leading consulting + technical delivery organizations.
  • Proven experience in managing multi-sector government portfolios (Health, Municipal, Education, Enterprise Gov).
  • Demonstrated success in national programs, shared services, PPP projects, and large-scale PMOs.
  • Expertise in:
    • ERP & enterprise systems
    • Cybersecurity governance
    • Infrastructure modernization
    • SaaS and custom systems
    • BPO/PPO operations
  • Prior P&L accountability at Business Unit Director, COO, MD, or CEO level.
  • Strong stakeholder management experience with ministries and government entities.
  • Bachelor's degree in Engineering, IT, Business, or related field; Master's preferred (MBA, MIS, EMBA).
