1. Job Title:

Chief Operating Officer (COO)

Sector: Engineering Project Management Environmental Consulting

Location: Riyadh

We are seeking an experienced Chief Operating Officer (COO) to lead operational activities, oversee engineering and environmental projects, develop internal systems, and ensure top-tier performance and service quality.

2. KEY RESPONSIBILITIES

I. Operational & Administrative Leadership

  • Oversee all daily operations to ensure efficiency and workflow continuity.
  • Develop and implement operational policies, procedures, and performance systems.
  • Monitor departmental performance and identify areas for improvement.
  • Establish operational plans aligned with the company's strategic goals.
  • M anage operational expansion and support the development of engineering and environmental services.

II. Engineering Project Management

  • Supervise engineering projects from concept through final delivery.
  • Oversee project scheduling, planning, and progress tracking.
  • Review technical designs, engineering reports, and project deliverables.
  • Ensure compliance with engineering codes, quality standards, and client requirements.
  • Resolve operational and technical challenges affecting project progress.
  • Monitor contracts, scopes of work, variations, and claims.

III. Environmental Consulting Management

  • Supervise preparation and execution of environmental studies (EIA, EMS, ESG).
  • Ensure compliance with environmental regulations and international standards.
  • Support the development of new sustainability and environmental service offerings.
  • Oversee environmental teams and ensure the quality and accuracy of technical reports.

IV. Financial & Commercial Oversight

  • Prepare and monitor operational budgets and analyze variances.
  • Support the preparation of technical and financial proposals for new projects.
  • Improve cost-efficiency in operational spending.
  • Support client relationship development and contribute to business growth opportunities.

V. Human Resources & Team Management

  • Lead, mentor, and develop technical and administrative teams.
  • Oversee recruitment, onboarding, and talent development initiatives.
  • Manage performance evaluation processes and training programs.
  • Promote a high-performance, quality-driven corporate culture.

VI. Governance, Compliance & Quality

  • Ensure full compliance with professional engineering and environmental regulations.
  • Oversee implementation of quality management systems (e.g., ISO standards).
  • Identify operational risks and implement preventive controls.
  • Ensure workplace health, safety, and environmental (HSE) compliance.

VII. Strategic Planning, Innovation & Digital Transformation

  • Collaborate with the CEO and executive leadership to translate the company's vision into multi-year strategic and operational plans with clear KPIs.
  • Establish and manage the Project Management Office (PMO) to standardize project management methodologies, reporting systems, and corporate governance.
  • Lead digital transformation initiatives across operational, engineering, and environmental services, including ERP systems, PMIS platforms, BIM, GIS, and data analytics technologies.
  • Design and implement continuous improvement programs to enhance process efficiency, quality, and customer experience.
  • Promote a culture of innovation, research, and development through new initiatives, pilots, and advanced solutions in sustainability, smart infrastructure, and environmental technologies.
  • Conduct benchmarking against regional and global best practices and recommend improvements to elevate organizational excellence.
  • Support data-driven decision-making by enhancing the quality, accuracy, and availability of operational and project data.

3. QUALIFICATIONS

  • Bachelor's degree in Engineering (Civil, Architectural, Mechanical, Environmental, or related fields).
  • Master's in Project Management or Business Administration (MBA) is preferred.
  • Minimum 12 years of experience in engineering or project management, including 58 years in a leadership role.
  • Strong understanding of engineering, environmental standards, and regulatory requirements.
  • Proven ability to manage large, complex, multidisciplinary projects.
