About the Role:

A leading national organization delivering complex, multi-disciplinary development and infrastructure programs across the Kingdom is seeking a commercially astute Chief Operating Officer – Projects & Delivery to join its executive leadership team.

The organization manages a substantial portfolio of concurrent engineering and capital projects aligned with Saudi Vision 2030. This role will assume enterprise-wide responsibility for the commercial performance, financial governance, and profitability of these projects, ensuring disciplined growth, margin protection, and risk-controlled execution across a large, technically driven platform.

Key Responsibilities:

Commercial & Financial Leadership

• Own and drive full P&L performance across the organization
• Lead revenue growth, margin optimization, and EBITDA enhancement strategies
• Oversee commercial governance, pricing strategy, cost structures, and financial discipline
• Strengthen contract performance, risk allocation, and commercial controls

Strategic Growth & Market Expansion

• Drive long-term growth strategies and revenue diversification initiatives.
• Lead major bid strategies, partnerships, and strategic alliances.
• Align operational capacity with pipeline forecasting and expansion plans.
• Identify new market opportunities and scalable revenue streams.

Operational Excellence & Governance

• Optimize enterprise operating model and performance frameworks
• Implement KPI-driven accountability across business units
• Enhance project controls, reporting transparency, and executive dashboards
• Strengthen governance, compliance, and board-level reporting standards

Candidate Profile:

• Proven track record managing large-scale P&L portfolios
• Strong commercial, financial, and strategic planning background
• Experience operating within complex, high-growth environments
• Demonstrated ability to lead transformation and performance improvement initiatives
