Job Purpose
Lead and oversee commercial transformation and investment governance initiatives through policy development, strategic evaluation, and project management to enhance RTA's financial sustainability and ensure alignment with its investment strategy.
Roles And Responsibilities
- Prepare and update the investment strategy and monitor implementation in coordination with relevant departments.
- Develop frameworks and plans for commercial transformation, including readiness assessments, carve-out initiatives, and financial structuring.
- Formulate and update policies, procedures, and guidelines for investment and commercial activities in line with the Authority's investment objectives.
- Review franchise agreements and managing legal advice and coordination with the Legal Department
- Study the legal impact of legislation updates and ensuring compliance with UAE laws and also assess and manage legal risks
- Conduct benchmarking and market studies on commercial and investment activities to identify emerging opportunities and best practices.
- Develop systems, tools, and reporting mechanisms supporting senior management decisionmaking and future investment direction.
- Define and communicate investment strategies, guides, and policies across departments, ensuring organization-wide understanding and compliance.
- Develop key performance indicators for management, align them with strategic programs, and coordinate their implementation. Operations
- Evaluate and monitor the performance of consultants specialized in commercial transformation, investment, and financial work, ensuring quality and timely outputs.
- Manage large and critical projects in accordance with the approved project management policy and defined timelines.
- Manage communications with the Legal Department and drafting legal documents along with management of relationships with subsidiary companies per concession agreements.
- Prepare financial, economic, and market feasibility studies to support decision-making for investment and commercial projects.
- Provide expert advice on investment and commercial matters, including IPOs, carve-outs, and financial risk management.
- Identify and evaluate challenges during implementation stages of the investment strategy, recommending corrective and improvement actions.
- Oversee the preparation and submission of statistical and analytical reports highlighting deviations, performance trends, and improvement areas. Product / Process Improvement
- Develop oversight mechanisms and controls to ensure adherence to investment frameworks and project implementation standards.
- Propose qualitative initiatives to diversify revenue sources, reduce expenses, and enhance operational efficiency.
- Maintain and update the investment risk register in coordination with related departments.
- Introduce innovative systems and practices aligned with global standards to strengthen the Authority's investment and commercial ecosystem.
- Conduct lessons-learned reviews to refine frameworks and enhance project management and monitoring practices. Physical Working Conditions
- Primarily office-based role with occasional site visits for project monitoring, consultant coordination, and stakeholder meetings.
Qualifications
Qualifications
Bachelor's or Master's degree in Finance, Economics, Business Administration, or Investment Management
Must have 9+ years in case of Master's degree (11+ years in case of Bachelor's degree)
