Job Purpose

Set strategic direction and executive oversight for licensing business and digital transformation. Govern policy, change, and system evolution to ensure enterprise alignment, long-term sustainability, and performance of licensing operations in line with Authority and CEO-level priorities.

Accountabilities

Strategy

  • Define and own the strategic roadmap for licensing business and digital transformation initiatives.
  • Lead enterprise-level change management and ensure program adjustments follow RTA's cost and timescale procedures.
  • Establish policy and legislative direction governing Licensing Agency operations and oversee compliance.
  • Approve strategic business requirements, guiding expansion, modernization, and integration of service channels.
  • Set enterprise technical standards, methodologies, and governance mechanisms for Agencywide adoption.
  • Endorse digital solutions and systems roadmaps to ensure alignment with Authority strategy and long-term objectives.
  • Define program scope, objectives, and high-level deliverables in close collaboration with executive stakeholders.
  • Obtain commitment for and manage resources assigned to the program, ensuring all team members receive appropriate inductions and training.
  • Establish policy and legislative direction governing Licensing Agency (LA) operations and oversee compliance.

Operations

  • Provide executive oversight of performance reporting on external Agency operations and non-face-to-face services.
  • Direct high-level assessments of remote service channels to evaluate strategic effectiveness and risks.
  • Approve institutional system and technology investment priorities and project portfolios.
  • Govern execution of technical projects to ensure adherence to approved budgets, schedules, and strategic intent.
  • Review consolidated project performance reports and direct corrective actions where required.
  • Ensure enterprise-level integration and alignment of licensing systems under approved governance frameworks.
  • Oversee contractual and tender governance for licensing systems, including technical evaluation endorsement.
  • Lead the preparation of critical tendering documentation, including demand requests, business cases, RFPs, and the endorsement of technical evaluations.
  • Ensure the Licensing Systems Department (LSD) fulfills all contractual obligations to vendors in a professional, cost-effective, and timely manner.
  • Monitor and manage all contractors and sub-contractors to ensure they maintain adequate quality standards and provide effective reporting.
  • Supervise the formal handover process to the LSD Support Section and ensure the provision of training for support staff.
  • Manage program finances for initiatives worth between 51M to 250M AED in accordance with RTA Finance Department guides.
  • Ensure the department achieves and improves upon planned financial returns, ensuring LA departments receive maximum value for money.
  • Review and approve invoice requests at contract milestones to ensure timely payments.
  • Lead and steer the value engineering strategy for licensing systems to optimize cost, performance, and scalability.
  • Establish and maintain robust working relationships with Licensing Agency departments, suppliers, and external partners.
  • Identify potential incremental business opportunities within LA departments and assist the Section Manager in closing these initiatives.
  • Liaise with the LSD Quality Section regarding quality management plans, test scenarios, User Acceptance Testing (UAT), and System Integration Testing (SIT).
  • Agree upon metrics with business owners for benefit realization and provide regular updates to the OPMS as per the agreed cycle.
  • Generate and maintain program risk registers in OPMS, proactively managing threats and arranging milestone risk reviews20.
  • Manage all safety or risk-related issues in coordination with the LA Quality, Health, Safety, and Environment (QHSE) & SRRPD departments21.
  • Produce monthly OPMS status reports and provide weekly progress, risk, and financial updates to the LSD DPMO office22.
  • Ensure full adherence to RTA program management methodologies, Application Governance frameworks, and technical standards23.

Product / Process Improvement

  • Sponsor continuous improvement of licensing operational frameworks, manuals, and procedures.
  • Lead value engineering strategy for licensing systems to optimize cost, performance, and scalability.
  • Steer evolution of licensing systems to anticipate future needs, regulatory changes, and service expectations.
  • Approve studies, research, and proof-of-concept initiatives to inform strategic technology decisions.
  • Govern enterprise integration, APIs, and unified user experience standards across licensing systems.

Physical Working Conditions

  • Work is primarily office-based with regular participation in executive reviews, governance committees, and strategic decision-making forums

Qualifications

Job Qualifications & Requirements

Education

Required: Bachelor's degree/Master's degree in Information Technology, Preferred: Bachelor's degree in Information Technology, Computer Science, Information Systems, Engineering

Experience

Required: 6+ years in case of Master's degree (8+ years in case of Bachelor's degree). Preferred: 10+ years of experience in case of Bachelor's degree 7+ years of experience in case of Master's degree

Qualification: Change Management certification, Project Management or Systems Implementation certification
