Job Description

Job Purpose

Drive strategic direction for Resilience and Business Continuity aligned to RTA's vision. Strengthen enterprise agility across multimodal systems. Govern standards, compliance, and governance. Elevate system performance through technical leadership, data-driven improvements, and rapid, coordinated crisis response, including RTA-wide awareness, readiness, and continuous review of system design and implementation for RTA-level improvements.

Roles and Responsibilities

  1. Provide strategic direction and review the design and implementation of the organizational-resilience system (Crisis Management and Business Continuity) in line with RTA vision, strategy, and senior management directives, recommending RTA-level improvements.
  2. Manage technical and professional requirements of the organizational-resilience system and lead performance improvement through periodic design/implementation reviews.
  3. Offer expertise in preparing and developing an integrated Business Continuity Management system aligned with international standards and DGEP requirements and assure their implementation with evidence and closure.
  4. Offer expertise in preparing and developing emergency/crisis-declaration communication procedures with relevant entities, ensuring clarity of roles and interfaces.
  5. Advise on legal and regulatory requirements and international standards (ISO 22301, ISO 11200, ALARP, ISO 14001, ISO 18001, NCEMA); ensure framework compliance.
  6. Identify and prepare corporate risk registers for major events (e.g., New Year's Eve, EXPO 2020) and plan enterprise testing.
  7. Review technological integrations and multimodal interdependencies; recommend CM/BC strategies based on failure-consequence analysis.
  8. Prepare strategic initiatives and projects to enhance CM/BC function and performance.
  9. Communicate policy, manuals, and procedures to all agencies and sectors and contribute RTA-wide awareness activities covering crisis management and BCM.
  10. Review BIAs and BCPs for critical operations/services and recommend updates aligned to government directives, in coordination with concerned entities.
  11. Implement CM/BC governance framework and ensure agency compliance through periodic audits and assessments, including input to resilience audit plans, coordination during execution, and drafting consolidated leadership reports.
  12. Lead and manage investigations and root-cause analyses into crises and emergencies.
  13. Participate in emergencies and crises; facilitate CMT responses at Dubai and national levels; monitor and manage response activities.
  14. Provide technical advisory to the Crisis Management Team during operations in the Enterprise Command and Control Center.
  15. Establish risk management during response and recovery to protect safety, reputation, service continuity, and assets.
  16. Ensure Crisis Management Team reports meet agreed timelines and advise on plan conflicts and incongruities.
  17. Prepare and update manuals, guidelines, and training materials; deliver training on CM/BC system use and RTA-wide awareness activities.
  18. Advise and support agencies and sectors to implement CM/BC requirements per ISO 11200, ISO 22301, NCEMA, and Dubai Executive Council alignment.
  19. Mentor and assist junior staff to develop technical capabilities.
  20. Manage and implement new CM/BC projects and initiatives.
  21. Oversee follow-up on Business Impact Analyses and Business Continuity Plan updates for critical operations and services, and review business-continuity reports under franchise/concession agreements to consolidate issues/risks and recommend actions.
  22. Maintain the resilience/BCM database and related CBCM IT infrastructure in coordination with the IT Department; review data quality of updates and recommend corrections.
  23. Perform delegated and ad-hoc duties from leadership to support CM/BC priorities.
  24. Enhance CM/BC system performance using data analysis and reporting, update content and training accordingly.
  25. Translate interdependency analyses and outputs from BIA/BCP reviews, compliance evaluations, audits, and franchise/concession reports into strategies, corrective actions, and process improvements, and track evidence to closure.
  26. Implement best practices and standards to drive continual improvement of systems, processes, and procedures.
  27. Maintain round-the-clock crisis-management readiness, including off-hours coordination and on-site presence at incident locations or control rooms when required.

Job Qualifications & Requirements

  • Master's degree in Electrical/ Mechanical Engineering, Security Management, or Business Management
  • 12-14 years of experience in crisis/BCM operations
  • Certifications such as ISO 22301 awareness, Business Continuity (CBCI/MBCI or DRII), Risk (ISO 31000) awareness
