Chief Technology Officer

We are seeking a visionary, highly strategic, and hands-on Chief Technology Officer

(CTO) who is a Saudi to lead the end-to-end technical architecture, build-out, and

launch of our pioneering FinTech startup based in Riyadh. As a core member of the

executive founding team, you will own the technology roadmap, champion architecture

design, build a high-performing engineering culture, and directly spearhead crucial

integrations with Saudi government systems, central banking rails, and regulatory

platforms.

Reporting Line: Chief Executive Officer (CEO) & Board of Directors/Group CTO

Core Responsibilities

● Startup Launch & Infrastructure Blueprint: Own and deliver the complete technology

stack from the ground up. Define the foundational cloud architecture (GCP KSA regions),

Build out scalable, microservices-driven backends capable of supporting rapid

transaction volumes at launch.

● Governmental & Regulatory Integration: Act as the primary technical liaison and

architect for onboarding mandatory integrations, ensuring flawless middleware

connectivity with SIMA, Sadad, Madá, Yakeen (Elm), Thiqah, Nafath, and local partners

.

● Regulatory Compliance & Security Safeguards: Partner with internal compliance and

external regulators to map technical delivery to SAMA FinTech Rules, Cyber Security

Framework (NCA), and local data residency policies. Establish institutional-grade

DevSecOps pipelines, automated threat detection, and advanced encryption

frameworks.

● Team Engineering & Cultivation: Lead, mentor, and scale an elite in-house

engineering team (backend, frontend, DevOps, QA, and Data Science). Foster an agile,

high-accountability engineering culture focused on rapid, clean iteration and continuous

deployment.

● Strategic Product Alignment: Translate business requirements and financial product

concepts into robust, modular technical specs. Balance long-term architectural stability

with quick-to-market feature deployments to capture early user feedback loops.

Required Technical Competencies & Experience

● FinTech Architecture Proficiency: Deep, demonstrable experience architecting high-

availability, fault-tolerant infrastructure within digital banking, wallets, payment gateways,

or transactional lending setups.

● Saudi API & Infrastructure Mastery: Direct technical execution or hands-on

management of integrations into Saudi infrastructure (specifically Nafath, Yakeen, Mada,

Sadad, or institutional banking open APIs).

● Modern Tech Stack Leadership: Advanced proficiency across microservices

architectures, containerization (Docker, Kubernetes), modern languages (.Net Core

Java, Node.js, or Python), API gateways, and scalable database ecosystems

(PostgreSQL, NoSQL).

● Security & Privacy Domain Expertise: Comprehensive understanding of OAuth2, data

privacy laws (PDPL), and Cybersecurity Authority (NCA) compliance standards.

Qualifications & Profile

● Nationality: Saudi with strong networks or prestige within the local technology

and fintech ecosystem.

● Experience: 8+ years of total software engineering and architecture experience, with at

least 3+ years in a senior technical leadership capacity (CTO, VP of Engineering, Lead

Architect) within FinTech or high-scale tech ventures.

● Education: Bachelor's or Master's degree in Computer Science, Software Engineering,

IT, or a closely related technical field.

● Mindset: Thrives in an early-stage, fast-moving, high-ambiguity startup environment.

Willing to step into code when necessary while driving executive board-level strategic

alignment.

● Languages: Fluency in English and Arabic is mandatory.
