Job Title:Civil Engineer Healthcare Facility Assessment Project

Department: Health Advisory Services

Location: Dubai, United Arab Emirates

Travel: International (frequent travel required)

Employment Type: 6-month Contract / Project-based assignment

Main Purpose of the Job

Our client requires a Civil Engineer, who is responsible for leading the structural and civil engineering assessment of existing healthcare facilities worldwide. The role focuses on evaluating structural integrity, building stability, civil infrastructure, site conditions, and compliance with international codes to provide clear, prioritised recommendations for rehabilitation, strengthening, modernisation, or expansion of hospital buildings.

Desired Qualifications

  • Bachelor's or Master's degree in Civil Engineering or Structural Engineering (Master's preferred).
  • Professional engineering registration (PE, CEng, or equivalent) is highly desirable.

Desired Experience

  • 710 years of post-qualification experience, with at least 3 years in hospital or large-scale healthcare facility design, construction, renovation, seismic retrofitting, or structural condition assessments.

Core Knowledge Required

  • International structural and building codes relevant to healthcare facilities (IBC, Eurocodes, ASCE 7, local seismic codes, NFPA 101, HTM, FGI, etc.).
  • Structural assessment techniques, non-destructive testing, building pathology, and defect diagnosis.
  • Seismic evaluation and retrofitting strategies for existing buildings.
  • Civil infrastructure including foundations, drainage, site utilities, roads, and hardscaping.
  • Infection control considerations in structural and civil works.
  • Proficiency in structural analysis software (ETABS, SAP2000, STAAD), AutoCAD, Revit, and MS Office.
  • Strong technical report writing and visual documentation skills.

Job Specification Key Areas of Responsibility

1. Structural & Civil Condition Assessment

  • Conduct detailed on-site structural inspections of hospital buildings (foundations, columns, beams, slabs, load-bearing walls, roofs).
  • Assess building stability, material deterioration, cracking, settlement, corrosion, and seismic vulnerability.
  • Evaluate civil infrastructure including site drainage, retaining walls, access roads, parking, and external utilities.
  • Review original structural drawings, calculations, and geotechnical reports against current condition.
  • Document findings with photographs, measurements, and annotated sketches.

2. Compliance & Safety Evaluation

  • Verify compliance with life-safety, structural, seismic, wind, and flood-resistance requirements.
  • Assess fire compartmentation integrity, escape routes, and structural fire protection measures.
  • Identify risks to patient and staff safety arising from structural or civil deficiencies.

3. Functional & Operational Integration

  • Evaluate impact of structural/civil conditions on clinical operations and future expansion potential.
  • Assess vertical/horizontal circulation systems for structural adequacy under healthcare loading and accessibility standards.
  • Review building envelope integration with structural systems (waterproofing, expansion joints, cladding support).

4. Evaluation & Recommendations

  • Classify structural and civil issues by severity and urgency (Critical / Major / Minor / Opportunity).
  • Recommend prioritised interventions: strengthening, repair, retrofitting, partial demolition, or full replacement.
  • Propose practical, phased solutions that minimise disruption to ongoing hospital operations.
  • Provide indicative scope, methodology, and cost estimates for recommended works.

5. Coordination & Multi-disciplinary Integration

  • Work closely with Architects, Medical Planners, MEP Engineers, and Biomedical Engineers to ensure cohesive recommendations.
  • Contribute civil/structural input to overall master planning and renovation strategies.

6. Reporting & Documentation

  • Prepare comprehensive structural/civil assessment reports including condition summaries, risk ratings, compliance checklists, calculations (where required), sketches, and photographic evidence.
  • Produce clear structural diagrams, defect maps, and proposed intervention drawings.
  • Maintain detailed field notes, test results, and inspection logs.
  • Submit progress updates to the back-office team at least every 48 hours during site missions.
  • Liaise with hospital facility managers, local authorities, and structural peers to validate findings.

On-site / Off-site Status: Primarily on-site with extensive international travel required.
