A leading public‑sector–backed organization is seeking an experienced Head of Cluster Development to design, lead, and scale priority economic clusters aligned with national diversification and investment objectives.
This senior role will be responsible for translating cluster strategies into bankable investment opportunities, coordinating complex multi‑stakeholder ecosystems, and building sustainable, globally competitive sector clusters capable of attracting anchor investors and long‑term economic impact.
Key Responsibilities
- Develop and implement cluster growth and competitiveness strategies.
- Identify and shape flagship clusters and translate strategies into actionable roadmaps.
- Coordinate ecosystem stakeholders across public and private sectors.
- Identify, assess, and package investment opportunities into bankable propositions.
- Build and manage a pipeline of cluster‑aligned investment opportunities.
- Lead and develop a high‑performing cluster development team.
- Translate strategies into multi‑year and annual operational plans with defined KPIs.
- Monitor performance, risks, and impact, and report to senior leadership.
Candidate Profile
- Bachelor's degree in a relevant field; postgraduate qualification preferred.
- 10+ years experience in cluster development, sector strategy, investment promotion, consulting, or investment banking.
- Strong experience in investment structuring, financial analysis, and stakeholder management.
- Excellent communication skills in English; Arabic is an advantage.
- Excellent stakeholder management and inter‑agency coordination skills.
- Ability to engage credibly with senior investors and support deal negotiations.
