To provide specialist system engineering knowledge and subject matter expertise on defining, reviewing, validating and verifying requirements and compliance at every stage of the project life cycle, for CNS/ATM systems being procured and implemented as independent projects or as part of complex CNS/ATM programmes.
Roles & Responsibilities
- Provide subject matter expertise for the preparation of feasibility studies, preliminary design documents, business cases, statement of works(SOW) and technical specifications for the CNS/ATM projects and programmes.
- Provide subject matter expertise for the Technical Evaluation of proposals received from Suppliers/bidders for the CNS/ATM projects and programmes.
- Prepare and deliver project documentation and technical presentations as required by the PM, to stakeholders and discuss/answer clarifications, leading the technical team for successful project implementation.
- Review submittals related to the Project/work package/systems, including but not limited to System Design Documents (SDDs), Design/Shop Drawings, Interface Schematics/ICDs, method statements, inspection test plans, VCRM and material submittals and provide feedback and recommendation for approval.
- Provide subject matter expertise into the Preliminary, Interim and Critical Design Reviews of the CNS/ATM projects and programmes to achieve timely approvals and milestones.
- Manage the technical deliverables of the project as per contractual conditions, in coordination with contractors and other technical/operations SMEs.
- Participate in project activities to ensure adherence to plan, identify risks and put mitigation plans in place.
- Develop, implement and maintain a process for the Validation and Verification of requirements to ensure deliverables are successfully implemented in compliance with the contract's technical/functional specifications.
- Identify and manage design/technical elements and associated risks by issuing Technical Query exchanges and/or MoM with project stakeholders for agreement.
- Provide subject matter expertise to all assigned inspection/verification/acceptance activities on the project, including but not limited to the Factory Acceptance Testing (FAT), Installation Acceptance Testing (IAT) and Site Acceptance Testing (SAT).
- Co-ordinate and arrange technical, maintenance and operational trainings, ORDs and OVs.
- Prepare documentation for technical handover / technical transfer and operational handover of systems/sub-systems to the end user(s).
- Review and Validate As-built / Project Closeout documentation, including but not limited to as-built/record drawings, wiring/jumper/connectivity schedules, operational and maintenance manuals, Installed & Spares equipment Inventory and software installation packages and licenses.
- Undertake and execute any other project related tasks assigned by management.
- Safety responsibilities and accountabilities of this position are detailed in the Safety Management Manual of the organization. The Job holder is required to maintain awareness and knowledge in relation to their safety responsibilities associated with their job function
Educational Qualification:
- Bachelor's degree in Engineering, Master's degree preferred - in Electronics/Electrical/Computer Engineering, with a supplementary degree/industrial certification in ICT, Software/Embedded Systems.
Professional Certifications:
- CNS/ATM, Special Airport Systems OEM trainings and certifications
- Project Management qualification,such as PMP/ PRINCE2 preferred
- ATSEP qualification for air traffic engineering is desirable
Experience:
- A minimum of 10 years in ANSP/ATM engineering environment, out of which minimum of 4 years experiencein leading detailed design/critical design reviews, interface management, commissioning, SAT & delivery, and effective technical presentations.
- Proven capability in delivering systems installation & integration of large, multi-million projects and support services. Ideally to have a hands-on experience in integrated CNS/ATMsystems, solutions, services,solid background of systems integration from design through to project delivery, and will provide valuable input into design reviews, verifications and client discussions.
- Need to be fully conversant with the CNS/ATM industry, key OEMs and products/solutions. Sound technical competency, and risk management skills.
- Solid understanding and management of internal systems engineering, technical and resource governance procedures, as well as compliance to other inter-departmental processes within a mature airport operations and project oriented organisation.
Special Technical& Interpersonal Skills:
- The Project Engineering Specialist will fulfil the system engineering lead role, with the relevant systems / product / technical knowledge required to deliver the engineering, installation supervision, testing and commissioning scope of ANS projects. This role requires expertise in both systems engineering as well as technical management fields. Responsibilities include systems/solution scoping and design reviews, supervision of technical implementation, interface/integration management, implementation and maintenance of all necessary technical co-ordination and engineering processes.
- The successful Project Engineering Specialist will work on airport CNS/ATM projects and system packages within the complex ATM projects/programmes, with multi-disciplinary ANSP and contractor project teams, reporting to the PM, and will ideally have specialist expertise in the design and implementation of CNS/ATM systems. It will require excellent systems engineering/implementation experience and interface management skills in a dynamic CNS/ATM project execution environment.
- Successful candidate will require the use of knowledge of Project Phases, Scheduling, Engineering, Site Management and resource management concepts for efficient execution of project tasks.
Knowledge and experience of the following (required):

- Knowledge and experience of QMS/IMS framework and practice (ISO standards 9001, 14001, 45001) in a project management and organisational framework.
