A well-established organization operating in the Oil & Gas, Engineering, and Industrial Services sector in Qatar, delivering specialized solutions to major industrial and project-driven customers. As part of our continued growth and focus on strengthening commercial performance, the organization is seeking an experienced professional to lead its Commercial, Contracts, Estimation, Tendering, and Procurement functions.

Commercial & Contracts Manager

Overview / Job Purpose

We are looking for an experienced Commercial & Contracts Manager with strong expertise across Commercial Management, Contracts, Estimation, Tendering, and Procurement.

The successful candidate will take end-to-end ownership of the commercial lifecycle, from initial RFQ/RFP evaluation, estimation and bid submission through contract negotiation, procurement, project commercial management, variations and claims, and final close-out.

This is a leadership role requiring strong commercial judgment, hands-on contract management experience, and the ability to protect margins while supporting sustainable business growth.

Key Responsibilities

  • Lead the preparation, review, coordination, and submission of tenders, bids, quotations, cost estimates, and commercial proposals, ensuring competitiveness and commercial viability.
  • Manage the complete contract lifecycle, including contract review, negotiation, administration, amendments, renewals, variations, claims, dispute support, and commercial close-out.
  • Review RFPs/RFQs, specifications, scopes of work, BOQs, contractual terms, estimates, assumptions, exclusions, and pricing to identify commercial, contractual, financial, and operational risks.
  • Lead estimation and costing activities and develop effective pricing and bidding strategies in coordination with Operations, Engineering, Finance, and Business Development.
  • Monitor budgets versus actual costs, margins, profitability, revenue, cost exposure, and overall commercial performance, recommending corrective actions where required.
  • Oversee the Procurement function, including sourcing strategies, RFQs, bid evaluations, supplier/subcontractor negotiations, purchase commitments, and commercial compliance.
  • Negotiate with clients, suppliers, principals, and subcontractors to achieve competitive pricing, balanced contractual terms, quality requirements, and timely delivery.
  • Manage commercial aspects of variations, change orders, claims, extensions, additional works, and contractual entitlements, ensuring proper documentation and recovery.
  • Conduct post-tender and post-project commercial analysis to identify lessons learned and improve estimating, procurement, pricing, and bidding strategies.
  • Lead and develop the Commercial, Contracts, Estimation, and Procurement teams, establishing clear responsibilities, performance standards, controls, and accountability.

Qualifications & Experience

  • Years of experience: Minimum 10 years of relevant experience, with significant hands-on exposure to Commercial Management, Contracts, Estimation/Tendering, and Procurement.
  • Education: Bachelor's Degree in Engineering, Business Administration, Commercial Management, Quantity Surveying, Law, Finance, or a related discipline.
  • Industry exposure: Strong preference for experience within Oil & Gas, Engineering Services, EPC, Industrial Services, MEP, Manufacturing, or similar project-driven environments.
  • Proven end-to-end commercial ownership, covering RFQ/RFP review, estimation, tendering, contract negotiation, procurement, execution, variations/claims, and commercial close-out.
  • Strong knowledge of contract management, cost estimation, procurement, supplier/subcontractor management, commercial negotiation, budgeting, margins, profitability, and cost control.
  • Demonstrated ability to manage multiple contracts, tenders, procurement commitments, and commercial priorities simultaneously.
  • Strong leadership experience managing and developing multidisciplinary Commercial, Contracts, Estimation, and Procurement teams, with excellent negotiation, analytical, communication, and stakeholder-management skills.
  • Proficiency in ERP systems such as SAP or Oracle and Microsoft Office applications. CWA/CA or another relevant commercial/financial qualification will be an advantage.

Priority will be given to candidates who can demonstrate strong, hands-on, end-to-end commercial ownership across:

Contracts Management + Estimation & Tendering + Procurement + Commercial Negotiation + Cost Control & Profitability

The ideal candidate should be capable of managing the complete commercial function from initial RFQ/RFP and estimation through bid submission, contract award, procurement, project execution, variations/claims, and final commercial close-out.
