At Jacobs, we push the limits of what is possible to make the world smarter and more connected. We are seeking an experienced Commercial Manager to join our team at NEOM and provide contractual leadership across a major programme.

Key Responsibilities

  • Own and maintain a prioritised closeout plan and tracker for Work Orders, Service Orders and assigned standalone contracts, including status, dependencies, actions, owners and target completion dates.
  • Review each order or contract against its scope, commercial terms, deliverables, amendments and approval history to establish the specific closeout requirements and evidence gaps.
  • Verify completion and acceptance of the contracted services or works with the responsible project and technical teams, and obtain the relevant completion, handover or acceptance records.
  • Reconcile awarded values, approved changes, commitments, invoices, payments, accruals and remaining balances across the contract records, Unifier and SAP, escalating discrepancies for resolution.
  • Lead the agreement and documentation of final accounts, including the assessment and closure of outstanding variations, claims, contra-charges, disputed amounts and other commercial matters.
  • Develop, substantiate and agree the estimated costs of rectifying outstanding NCRs, defects and incomplete works, and ensure appropriate deductions, provisions or financial offsets are incorporated into the final account in accordance with the contract and approved governance.
  • Confirm that required contractor deliverables are complete, including final reports, records, warranties, manuals, as-built information and other documents applicable to the relevant order or contract.
  • Coordinate the closure or release of applicable securities, guarantees, retentions, insurances and other contractual instruments, subject to satisfaction of the contract conditions and required approvals.
  • Confirm the position on defects, outstanding obligations and post-completion responsibilities, ensuring that residual actions are clearly recorded, assigned and monitored where they extend beyond administrative closeout.
  • Prepare closeout recommendations, approval submissions, final account documentation, settlement records and closure certificates in accordance with the relevant contract and governance requirements.
  • Ensure that purchase orders, Work Orders, Service Orders and associated commitments are administratively and financially closed in the applicable systems following approval of the final position.
  • Maintain a complete, accurate and auditable closeout file, with clear linkage between contractual correspondence, approvals, financial records, deliverables and system transactions.
  • Provide concise periodic reporting on closeout progress, ageing, forecast completion, blockers, risk exposure and management decisions required.

Here's what you'll need

  • Minimum of 15 years of relevant post-qualification experience in contract or commercial management, including substantial responsibility for contract, Work Order or Service Order closeout.
  • Demonstrable experience managing high-volume or multi-order closeout programmes under framework, call-off, task order or similar enterprise contracting arrangements.
  • Strong capability in final account agreement, financial and commitment reconciliation, change control, claims assessment, records management and resolution of outstanding contractual matters.
  • Sound knowledge of contract law, procurement and contract administration principles; familiarity with FIDIC or comparable standard forms is advantageous.
  • Proficiency in Unifier and SAP, or comparable contract and enterprise resource planning systems, together with strong Microsoft Excel, Word and PowerPoint skills.
  • Ability to interpret contractual requirements, identify evidence gaps, analyse commercial data and convert complex issues into clear actions and recommendations.
  • Strong planning and organisational skills, with the ability to manage a large closeout portfolio, competing priorities and time-sensitive dependencies.
  • Effective stakeholder management, communication, negotiation and influencing skills, including the confidence to challenge incomplete or inconsistent records.
  • High standards of accuracy, governance, document control and audit readiness.
  • Experience in large-scale infrastructure, construction, engineering or professional services environments is preferred.
  • Ability to work collaboratively in a multicultural, matrixed and fast-paced organisation.
  • Proactive self-starter with the ability to work independently, exercise sound judgement and deliver results with minimal supervision.
  • Knowledge of the organisation's policies, procedures and approval requirements is advantageous.
