Job Purpose:
The Project Commissioning Manager is responsible for overseeing the commissioning process of all systems, equipment, and infrastructure for a project. This includes leading the commissioning team, ensuring all systems are tested, operated, and validated according to specifications, and guaranteeing that the project is delivered to the client in a fully operational state. The role involves managing resources, ensuring compliance with safety and regulatory requirements, and achieving commissioning milestones within the agreed timeline and budget.
Key Accountabilities:
- Manage commissioning strategies, plans, and schedules aligned with project timelines and client requirements.
- Lead, manage, and mentor the commissioning team, ensuring high levels of performance and compliance.
- Ensure safe commissioning operations by implementing and enforcing safety procedures and adhering to HSE regulations.
- Coordinate with project stakeholders, including engineering, procurement, and construction teams, to resolve issues and ensure smooth transition from construction to commissioning.
- Monitor commissioning milestones, ensuring all systems and equipment are tested and operational before handover.
- Supervise the testing and validation of systems and equipment to ensure proper functionality and compliance with specifications.
- Troubleshoot, resolve issues, and implement corrective actions for discrepancies during the commissioning phase.
- Ensure compliance with industry standards, codes, and regulatory requirements during all commissioning activities.
- Report regularly on commissioning progress, challenges, and milestones to senior management and clients.
- Allocate and manage resources, including personnel, tools, and equipment, ensuring efficient utilization.
- Ensure relevant personnel are trained in system operation and maintenance to facilitate a smooth handover.
- Create, maintain, and ensure accuracy of all commissioning documentation, including plans, procedures, and reports.
- Oversee the formal handover of systems to clients, ensuring all systems are operational and meet performance criteria.
- Monitor quality control throughout commissioning to ensure tasks comply with the approved quality plan.
- Control commissioning budgets and costs, identifying opportunities for cost optimization without compromising quality.
- Ensure the site is fully operational at the end of commissioning, with all systems functioning efficiently.
- Contribute to the continuous improvement of commissioning processes, identifying areas for efficiency, cost reduction, and risk mitigation.
Required Education:
- Bachelor's degree in engineering, Mechanical, Electrical, or a related technical field.
- Relevant certifications or training in commissioning, project management, or HSE regulations is a plus.
Experience:
- Minimum 15 years of experience in commissioning, with at least 5 years in a managerial role in offshore (Wellhead jackets) projects.
- Experience managing commissioning activities in large-scale industrial, oil & gas, or power generation projects.
- Proven track record of successfully commissioning complex systems and managing a multidisciplinary team.
- Strong understanding of commissioning and startup procedures, equipment testing, and regulatory compliance.
- Familiarity with commissioning software and tools, including scheduling and reporting tools.

- Experience in managing budgets, controlling costs, and achieving cost-efficient commissioning outcomes.
- Deep understanding of health, safety, and environmental regulations, ensuring safe commissioning practices.
