A government entity is looking for a Expert to support the implementation community-based initiative for a 4-month contract (Hybrid).
Role Summary
The SME will be responsible for translating the program's high-level strategic proposal into a detailed, executable operational model, developing and curating all resident-facing content for the Welcome Kits and communication materials, and ensuring overall operational readiness prior to the pilot launch.
Deliverables for 4 months project:
The SME must expand upon the existing draft proposal to create a comprehensive, step-by-step operating manual. This includes, but is not limited to:
- Operational Workflows: Mapping out the exact end-to-end process from the moment a trigger is received. This should include but not limited to:
- Who receives the data
- How is the data securely routed to the relevant district volunteer team
- What is the communication protocol for reaching out to the resident (e.g., pre-visit SMS, scheduling the visit)
- What are the escalation procedures if a resident cannot be reached or declines the visit
Volunteer Recruitment & Evaluation Framework: Developing the specific criteria and tools for selecting volunteers. This includes:
- Drafting the supplementary application questionnaire.
- Creating the competency-based interview guide and scoring matrix (assessing empathy, communication, cultural awareness, etc.).
- Defining the exact eligibility criteria for team selection to ensure diversity and representation.
Required Qualifications
The ideal SME should possess:
- Minimum of 10 years experience includes 4+ years in Social Service Program Design and Social Research program, 4+ years of work experience with Business Project Management.
- Bachelor's/master's in project management or social research.
- Strong operational planning skills, with the ability to translate high-level strategy into actionable, step-by-step workflows.
- Excellent copywriting and content curation skills, with a deep understanding of Abu Dhabi's cultural landscape and the specific needs of expatriate residents.
