Responsibilities Licensing, Regulatory Engagement, and Reporting.
Support the RPSCS licence application process in the UAE under the CBUAE regulatory framework, including coordination, preparation, and tracking of required submissions.
Act as a key liaison with CBUAE, the UAE FIU, and other relevant authorities, supporting the management of regulatory queries, interviews, on-site inspections, and postInitial Principal Approval (IPA) requirements.
Prepare regulatory correspondence and required submissions in Mandarin and English, as applicable.
Build and maintain constructive working relationships with UAE regulators and partner channels.
Maintain and monitor the regulatory calendar, ensuring timely preparation and coordination of filings, renewals, approvals, and regulatory notifications, escalating issues where required.
Monitor regulatory developments and provide timely briefings to management on regulatory changes and proposed implementation plans. MLRO Duties
Serve as the MLRO for XTransfer (UAE) upon the granting of the final licence.
Localise, implement, and continuously update the AML/CFT framework, including the business-wide risk assessment, CDD/KYC/eKYC standards, screening, transaction monitoring, investigations, and submission of STRs/SARs to goAML (UAE FIU).
Oversee sanctions compliance and high-risk country controls in line with UAE regulatory requirements and XTransfer's global policies. Policy, Oversight, Governance, and Training
Localise the UAE AML program to align with UAE laws and regulations and CBUAE guidelines.
Provide second-line oversight of UAE operations, including reviewing new products, features, and partner arrangements to assess compliance impact prior to launch.
Coordinate internal and external audits, track remediation actions to closure, and provide regular reporting to senior management and headquarters.
Deliver periodic compliance training to first-line teams and management on UAE regulatory requirements, AML/CFT, and sanctions compliance.
Requirements Experience:
Minimum 5 years in compliance or regulatory work in the UAE across payments, e-money, remittance and fintech.
Must be eligible to be named MLRO and have hands-on experience in at least two of: licensing or post-licensing with CBUAE, AML/CFT programme and STR filing, regulatory inspections and reporting, product or partner-bank advisory, Prior CO/MLRO or Deputy MLRO experience is an advantage.
Regulatory knowledge: Strong command of CBUAE payment services regulations, AML rules and regulations.
Proven track record handling licence applications, supervisory reviews and regulatory reporting.
Languages: Native-level Mandarin and strong English, both written and spoken. Education/Certification: Degree in law, finance, economics, business or related field. Professional certifications such as CAMS/ICA are an advantage.
Skills: Strong stakeholder management with regulators and partner banks, sound judgement, analytical and problem-solving skills, excellent communication and ability to work under pressure.
