Job Description

Role Purpose

The Supplier Performance & Compliance Specialist is responsible for providing independent oversight of IT vendor performance, contractual compliance, and adherence to governance frameworks.

The role ensures transparency, accountability, and value realization across vendor engagements, aligning all activities with Qatar Government procurement regulations and audit requirements.

Key Responsibilities

Vendor Performance Monitoring

  • Monitor vendor adherence to contract terms, SLAs, KPIs, and organizational policies.
  • Conduct periodic performance evaluations and compliance reviews.
  • Validate vendor deliverables, milestone achievements, and payment claims.
  • Maintain vendor performance dashboards, registers, and reporting tools.

Compliance & Governance

  • Ensure vendor engagements comply with internal governance standards and Qatar Government procurement frameworks.
  • Identify control gaps, deviations, or risks and recommend corrective actions.
  • Support the continuous enhancement of vendor governance frameworks.
  • Establish best practices for recording, tracking, and secure storage of contract documentation.

Audit & Risk Management

  • Conduct compliance checks and vendor risk assessments.
  • Provide verified documentation and evidence during internal and external audits.
  • Document findings, action plans, and risk mitigation strategies.
  • Ensure traceability and audit-readiness of vendor-related records.

Stakeholder Coordination

  • Facilitate vendor performance review meetings and governance forums.
  • Coordinate with procurement, finance, legal, and technical teams to ensure contract integrity.
  • Communicate performance outcomes, risks, and recommendations to management.

Minimum Skills & Competencies

  • Strong knowledge of vendor governance and contract compliance
  • SLA & KPI management expertise
  • IT outsourcing & contract assurance knowledge
  • Risk assessment and control evaluation
  • Audit documentation & evidence management
  • Proficiency in ERP/e-Procurement systems (SAP, Oracle, or equivalent)
  • Strong analytical and reporting skills
  • Attention to detail and risk awareness
  • Excellent stakeholder coordination and communication skills

Experience Requirements

  • Relevant experience in vendor governance, contract management, audit, or compliance.
  • Experience within utilities, energy, or government sectors in Qatar (as per Skill Band requirements under Article 4.2.4 of Appendix A).
  • Familiarity with Qatar Government procurement and audit frameworks.
  • Experience managing IT vendor performance and enterprise-level contracts.

Educational Qualifications

  • Bachelor's Degree in Business Administration, Information Technology, Engineering, or related field.
  • Relevant certifications preferred:
  • PMP (Project Management Professional)
  • CIPS (Chartered Institute of Procurement & Supply)
  • ITIL (Information Technology Infrastructure Library)
  • CIA (Certified Internal Auditor)

Languages

  • Fluency in English (written and spoken) Mandatory
  • Arabic Preferred
