Construction Cost & Commercial Manager

Purpose of the Role

To manage and control construction-related costs across day-to-day requirements, ensuring commercially sound decisions, competitive procurement and cost savings while maintaining required technical, quality and project standards.

Key Responsibilities

• Manage and monitor construction costs, budgets and expenditure across ongoing requirements.
• Review construction-related quotations, BOQs, material costs and subcontractor proposals to ensure commercial competitiveness.
• Identify and implement cost-saving and value-engineering opportunities without compromising quality or project requirements.
• Review the technical and commercial aspects of civil, architectural and MEP requirements.
• Work closely with Construction, Engineering, Procurement, QS and Finance teams to optimise project expenditure.
• Evaluate supplier and subcontractor pricing and support negotiation of commercial terms.
• Review variations, additional works, claims and potential cost implications.
• Monitor actual expenditure against approved budgets and highlight cost overruns and areas of leakage.
• Provide management with regular cost analysis, forecasts and recommendations.
• Support tendering and procurement decisions through cost benchmarking and market comparison.
• Maintain appropriate records of costs, quotations, approvals and commercial decisions.
• Ensure that cost-saving initiatives remain aligned with project specifications, timelines and technical requirements.

Requirements

• Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, MEP Engineering or related discipline.
• Ideally 8–12+ years UAE construction experience, with strong exposure to cost management/QS/commercial functions.
• Strong practical understanding of MEP systems and construction requirements.
• Experience with BOQs, cost estimates, variations, subcontractor pricing and commercial negotiations.
• Demonstrated experience in cost optimisation/value engineering.
• Strong analytical and negotiation skills.
• UAE construction/developer experience preferred.
• MRICS or equivalent professional qualification would be an advantage.
