Job Title: Construction Director

Responsible for: Sr. Construction Manager / Construction Manager

Job Summary

The Construction Director serves as the overall lead for all construction management activities within the construction packages assigned to him under PMC#4a. He ensures the effective execution of Diriyah Company's construction strategy, aligning all project packages, stakeholders, and supervision consultants towards timely, safe, and quality project delivery.

As part of the senior management team, the incumbent holds the responsibility to liaise and coordinate with the Program Director and the rest of the senior management team/peers with all matters related to operational issues required for the success of the program in accordance with the client expectations.

As part of the team, the incumbent also holds the responsibility to assist in the setting, implementing, monitoring, and reporting of all required management reports and KPIs for the particular department in accordance to the program's procedures.

· Manage and control the construction delivery process across various contractors and supervision teams, ensuring integrated execution of construction activities, efficient resource utilization, and adherence to Diriyah's construction standards and milestone targets.

·  Lead and oversee all construction activities across the assigned plot/assets.

·  Represent the PMC as the point of contact for Diriyah Company regarding construction and delivery progress.

·  Ensure compliance with Diriyah's Programme Management Plan (PMP), procedures, and quality/HSE standards.

· Collaborate with cross-functional teams to define project scopes, budgets, timelines, and deliverables while adhering to safety and regulatory requirements.

· Direct and coordinate Senior Construction Managers, Construction Managers, and Logistics teams.

·  Approve and oversee project execution plans, construction methodologies, and contractor phasing strategies.

·  Review monthly progress, cost, and risk reports; ensure early identification of construction issues.

·  Drive coordination between Design, Commercial, and Project Controls functions to manage construction related changes and mitigate claims.

· Ensure compliance with FIDIC-based Engineer's duties as delegated to PMC under DC-Contracts (The Role of the Engineer).

· Lead stakeholder management and interface coordination with adjacent contractors, infrastructure PMCs, and supervision consultants.

· Chair high-level construction progress and coordination meetings and report to the Programme Director and Diriyah Company senior management.

· Oversee the selection and management of subcontractors, ensuring compliance with contract terms and performance standards.

· Conduct regular site visits to monitor progress, identify potential issues, and implement corrective actions as necessary.

· Foster a culture of continuous improvement by promoting innovative construction techniques and technologies.

· Mentor and develop construction staff, promoting career growth and knowledge sharing within the team.

· Ensure compliance with all safety, health, and environmental regulations, fostering a safe working environment for all personnel.

Person Specification – Job Knowledge / Education and Qualifications / Personal Attributes:

The ideal candidate should hold a bachelor's or master's degree in Construction Management, Engineering, or Architecture (or equivalent). To be successful at this role, the candidate should have not less than 20 years of relevant experience, including at least 12 years in similar projects and minimum 5 years regional experience.   The candidate must have excellent communication skills and should have managed a multi-cultural work force.

Fluency in English is mandatory.

Extensive knowledge of MS Office, PowerPoint, Adobe Acrobat, Primavera P6 for planning and reporting, with familiarity in Aconex, Autodesk Construction Cloud, BIM, and other project management, engineering, and coordination software.
