Job Description

Job Purpose

The Construction Manager is responsible for planning, executing, and delivering residential construction projects in Riyadh in alignment with Dar wa Emaar's development strategy, PMO governance framework, and approved project baselines. The role ensures projects are delivered safely, on schedule, within budget, and according to quality and regulatory requirements while coordinating closely with the PMO, consultants, contractors, and internal stakeholders.

Key Responsibilities

Project Execution & Delivery

  • Manage day-to-day construction activities across assigned residential projects from mobilization through handover.
  • Ensure compliance with approved project schedules, budgets, scope, and technical specifications.
  • Oversee contractors, subcontractors, and supervision consultants to ensure adherence to contractual obligations.
  • Monitor progress against milestones and implement corrective actions where necessary.

Coordination with PMO

  • Work closely with the PMO to ensure alignment with project governance, reporting standards, and stage-gate approvals.
  • Provide accurate progress reports, risk registers, and performance updates.
  • Support change management processes including variation orders and claims review.

Quality, Safety & Compliance

  • Ensure implementation of HSE policies, Saudi building codes, and regulatory requirements.
  • Monitor construction quality and ensure compliance with approved drawings and specifications.
  • Coordinate inspections, authority approvals, and compliance documentation.

Cost & Commercial Control

  • Review contractor invoices and progress valuations in coordination with Commercial and Finance teams.
  • Support cost control initiatives and identify risks impacting project financial performance.
  • Assist in contract administration and dispute avoidance.

Stakeholder Management

  • Act as the primary site interface between consultants, contractors, PMO, and internal development teams.
  • Coordinate with design, development, and handover teams to ensure seamless project delivery.
  • Support client and authority meetings when required.

Qualifications & Experience

  • Bachelor's degree in Civil Engineering, Construction Management, or related discipline.
  • Minimum 1015 years of experience in construction management within real estate development or contracting, preferably in large-scale residential projects in Saudi Arabia.
  • Strong knowledge of project delivery frameworks, PMO governance, and construction lifecycle.
  • Experience working with master developers, residential communities, or large housing programs is highly preferred.
  • Professional certifications such as PMP, PMI-SP, or equivalent are advantageous.

Technical Competencies

  • Strong understanding of construction methodologies, project controls, and contract management.
  • Familiarity with Saudi regulatory environment, municipality approvals, and quality standards.
  • Proficiency in project reporting tools and construction management systems.
