Job Description

Qualifications

  • Bachelor's Degree or Diploma in Electrical/Electronics Engineering from a recognized international institution.
  • Preferably has formal training in QA/QC functions.

Experience

  • Minimum 1215 years of overall Electrical & Instrumentation (E&I) construction experience in onshore oil and gas projects.
  • Demonstrated experience in:
    • Greenfield / newbuild construction sites
    • Brownfield / live operating facilities
    • Permit to Work systems, including Isolation and Lock Out/Tag Out procedures
    • Tieins to live facilities, including testing and integration with existing systems
    • Construction of substations and control rooms, including building E&I services
    • Stage inspections and testing in accordance with approved Inspection & Test Plans (ITPs)
    • Site Acceptance Testing (SAT) for electrical, instrumentation, and control systems
    • Cathodic Protection installation (underground/aboveground pipelines, tanks, etc.)
    • Testing and precommissioning activities
  • Experience with High Voltage (HV) electrical systems is preferred.
  • Minimum 10 years with an EPIC contractor, including recent roles at the Superintendent level.
  • Additional 5 years as a clientside or PMC Superintendent / Senior Supervisor is preferred.
  • Experience working in GCC industrial areas is advantageous.
  • Strong familiarity with relevant international Codes and Standards (e.g., BS/EN/ISO/ASTM, DEP, etc.).
  • Excellent verbal and written communication skills for coordination with internal and external stakeholders.
  • Proficient in MS Office and engineering software applications relevant to the discipline.
Primary Duties & Responsibilities

Leadership & Oversight

  • Serve as the construction site HSE Leader.
  • Supervise contractors during the execution of construction activities.
  • Report major site issues, including HSE, Quality, Security, progress, and risks, with improvement recommendations.

Technical & Construction Management

  • Review design drawings, temporary works, method statements, material requisitions, risk assessments, and job hazard analyses.
  • Coordinate contractor mobilization.
  • Supervise and approve site construction activities and related documentation.
  • Attend and sign off Requests for Inspection (RFIs) per approved ITPs, including material receiving inspections.
  • Conduct daily checks on personnel, equipment, and work to ensure compliance with specifications and HSE requirements.
  • Manage all Electrical/Instrumentation construction activities, including site surveys and temporary electrical systems.

E&I Technical Scope

  • Earthing & Lightning Protection: oversee installation and testing.
  • Lighting & Small Power: supervise cable tray installation, cable laying, terminations, and fire alarm system works.
  • Coordinate finalization of cable routes, entries, and diversions.
  • Oversee installation and termination of Instrument Control & Power Cables.
  • Manage installation and testing of transformers, bus ducts, switchgear, and loop checking.
  • Supervise cable splicing and testing (HV preferred).
  • Oversee fiber optic installation and splicing works.
  • Manage installation/testing of CCTV and Telecom systems.
  • Supervise installation of fire alarm control panels, repeater panels, and mimic panels.
  • Oversee installation/testing of UPS systems.
  • Supervise installation of Control Junction Boxes and Panels.
  • Oversee installation/testing of Cathodic Protection systems.
  • Demonstrate strong capability in reviewing equipment layout drawings.

Coordination & Interface

  • Coordinate with internal construction supervisors, QA/QC inspectors, and HSE supervisors to ensure safe and timely execution of activities.
  • Witness SAT and precommissioning activities.

Documentation & Reporting

  • Maintain daily progress records.
  • Report work anomalies or contractual deviations and recommend corrective actions.
  • Act as Work Permit Approver and ensure compliance with permit requirements.
  • Lead Mechanical Completion (MC) walkdowns for E&I systems.
  • Prepare punch lists prior to contractor handover.
  • Participate in the development of asbuilt documentation.
  • Coordinate with QA/QC personnel on all qualityrelated matters.
