Job Description

Organizational Context

The International Red Cross and Red Crescent Movement (Movement) is committed to enhancing its collective impact through closer cooperation and coordination both in normalcy periods as well as during crises and emergencies. The adoption of the Seville Agreement 2.0 (SA 2.0) in 2022 marked a significant shift in the Movement's operational approach, placing the host National Society (HNS) at the center of coordination as the convener. The SA 2.0 aims to achieve greater collective impact by promoting an inclusive approach and complementary roles and responsibilities for each Movement component.

Transitioning to this new model requires a collaborative mindset that prioritizes collective Movement impact. Over the past two years, the implementation of SA 2.0 has underscored several priorities: the need for consistent guidance and continuous training for all Movement components, robust monitoring, and sustained commitment. Challenges include the complexity of effective coordination and the importance of strong pre-crisis relationships and operational Movement coordination platforms. Additionally, the experience highlights the critical need to invest in the HNS's institutional capacity as convener.

Sustaining these gains will require continuous investment in Movement Coordination literacy, encompassing a deep understanding of the normative framework, training programs, and peer-to-peer knowledge sharing. Enhancing interoperability in key areas, such as resource mobilization, communications, security, and logistics, and ensuring the full operationalisation and adherence to SA 2.0 principles will remain vital for achieving the Movement's collective goals.

Job Purpose

Objective

To enhance the IFRC's effectiveness in Movement coordination, by ensuring adherence to the SA 2.0 framework and fostering a collaborative and inclusive approach to maximise Movement collective impact for people affected by crises and emergencies and stronger positioning as a Red Pillar.

Purpose and Scope

This position is part of the Operational Movement and Membership Coordination unit within the office of the Under-Secretary General National Society Development Coordination division (NSDC).

The consultant will contribute to the effective mainstreaming of SA 2.0 and provide technical and coordination support across Movement Coordination processes. The role will also carry a specific responsibility for the overall coordination and preparation of the Commission Addressing the Present: Shaping the Movement of the Future for the 2026 Council of Delegates.

Job Duties And Responsibilities

The main tasks for the period of January - December 2026 will be:

General Movement Coordination

  • Provide technical support on Movement Coordination to IFRC Regional and Country Offices during normalcy periods, including supporting the development of Movement Coordination Agreements (MCAs), and facilitate dialogue on Movement Contingency Plans and Movement Security Arrangements with relevant technical leads.
  • During crises and emergencies, coordinate with ICRC and support IFRC country offices to ensure effective Movement cooperation, by implementing the Movement Coordination tools in large-scale emergencies, including Mini-Summit decision tables and joint statements.
  • Participate in Joint Task Forces to remain informed on emerging crises and contribute Movement Coordination inputs to Emergency Appeals and Operational Strategies.
  • Support the development and overall coordination of tools and guidelines related to IFRC-ICRC functional cooperation, including, resource mobilisation, communications and humanitarian diplomacy.
  • Coordinate relevant units in the finalisation and roll out of the Well-Coordinated International Appeals joint guidelines.
  • Facilitate the implementation of the IFRC-ICRC Funding Modality Framework Agreement.
  • Facilitate strategic dialogue among ICRC and IFRC membership on the future direction of key Movement tools, including the Movement Response Plan template, Movement-wide reporting, and the Movement Picture.
  • Support efforts to strengthen the interoperability of systems among Movement components.
  • Oversee the transition of the SMCC toolkit website into a Movement Coordination website.
  • Oversee the development of the Movement Coordination real-time dashboard.
  • Coordinate preparation and consultation for the 2026 Council of Delegates Commission Addressing the Present: Shaping the Movement of the Future.
  • Contribute to the coordination of the IFRC Way of Working Initiative, as required.
  • Contribute to other tasks of the USG National Society Development Coordination office, as needed.

Seville Agreement 2.0 In Operations Working Group


  • Act as IFRC coordinator for the SA 2.0 Operations Working Group and promote shared understanding of SA 2.0, focusing on unpacking key issues prior to crisis response.
  • Co-develop joint guidance on critical operational topics related to SA 2.0, including security management, membership coordination, transition contexts, and surge.
  • Provide guidance to IFRC delegations during crises requiring a collective Movement response, ensuring alignment and complementarity across Movement actors.

Seville Agreement 2.0 Implementation


  • Conduct real-time monitoring of SA 2.0 implementation and support development of an accountability framework.
  • Facilitate cross-regional knowledge exchange to ensure global consistency in SA 2.0 application.
  • Support development and delivery of targeted awareness and training initiatives.
  • Support creation of guidance and tools, particularly for Host National Societies as Convener.
  • Serve as a resource to the SA 2.0 Consultative Group and support the implementation of its Plan of Action.

Management of consultancy

The consultant will be line-managed by the Head of Operational Movement and Membership Coordination unit.
