Job Description

Job title: Contracts Manager

Contract length: 12 months

Location: Ras Al Khaimah, UAE

We are seeking an experienced Contracts Manager with a Quantity Surveying background to manage the full lifecycle of procurement and contract administration for large-scale development and engineering projects.

The role is responsible for overseeing end-to-end sourcing processes, leading commercial negotiations, and administering contracts throughout project delivery.

The successful candidate will demonstrate strong commercial judgement, structured procurement methodology, and extensive experience managing contracts within construction and infrastructure project environments.

Key Responsibilities:

Procurement & Sourcing

  • Manage the full procurement lifecycle for development and engineering projects.
  • Develop procurement strategies, tender documentation, and scope of work packages.
  • Conduct market engagement, supplier prequalification, and competitive tender processes.
  • Lead bid evaluations, commercial assessments, and negotiations with contractors and suppliers.
  • Prepare award recommendations supported by technical and commercial analysis.

Contract Management

  • Oversee both pre-contract and post-contract administration activities.
  • Draft, review, and negotiate construction contracts and associated commercial terms.
  • Ensure contract structures align with project schedules, budgets, and delivery objectives.
  • Monitor contractor performance and manage variations, claims, and change orders.

Commercial & Project Support

  • Provide commercial guidance to project teams and key stakeholders.
  • Ensure procurement timelines align with overall project schedules.
  • Support cost control initiatives, value engineering, and commercial risk mitigation.
  • Maintain appropriate documentation and ensure compliance with procurement governance frameworks.

Qualifications

  • Bachelor's degree in Quantity Surveying, Construction Management, or a related discipline.
  • Professional Quantity Surveying qualification required.
  • Minimum 10 years experience in construction procurement and contract management.
  • Demonstrated experience supporting development and engineering projects.

Preferred Qualifications

  • Certification or strong working knowledge of international construction contract frameworks.
  • Experience supporting procurement activities for large-scale construction or infrastructure programmes.
  • Strong negotiation capability, stakeholder engagement, and commercial evaluation skills.
