THE JOB SUMMARY

The Controls & Reporting Manager is a senior owner-side governance role within NDM responsible for establishing and maintaining independent, accurate, and decision-focused control and reporting across the Rabigh Special Project. The role ensures visibility of programme progress, cost trends, risks, and consultant/contractor performance to support informed decision-making by Petromin leadership.

The role acts as the central control function for the project, validating inputs received from consultants and contractors, identifying risks and deviations, and ensuring alignment with project timelines and objectives. The role operates independently of ERP systems and establishes standalone reporting frameworks for project governance.

KEY RESPONSIBILITIES / ACCOUNTABILITIES

  1. Develop and maintain the integrated master programme covering all project phases including planning, early works, and execution.
  2. Track and monitor project milestones, identify slippages, and assess recovery risks.
  3. Independently review consultant and contractor schedules for logic, credibility, and alignment with project objectives.
  4. Establish and maintain cost tracking frameworks, ensuring early identification of cost deviations and trends.
  5. Develop and manage project risk, issues, and change registers in line with governance requirements.
  6. Monitor consultant and contractor performance against contractual obligations and project timelines.
  7. Identify and escalate performance issues, risks, and potential delays to GM NDM with clear recommendations.
  8. Prepare executive dashboards, reports, and decision-support materials for leadership.
  9. Ensure all reporting data is accurate, traceable, and aligned with project documentation and governance standards.
  10. Coordinate with Senior Architectural Lead and Senior Infrastructure Engineer to integrate design and execution updates into reporting.
  11. Establish and maintain standalone reporting systems and dashboards independent of enterprise systems.
  12. Support cross-functional organisational requirements as directed by GM NDM.

THE JOB PROFILE

Educational Qualifications

Bachelor's Degree in Engineering, Construction Management, Project Controls, or related discipline

Professional Certifications

PMP, PMI-SP, or equivalent project controls certification (Preferred)

Experience

7-10 years of experience in project controls, reporting, or governance roles on large-scale projects involving multiple stakeholders. Experience in owner-side or EPC environments preferred.
