Cost Control Engineer

Job Summary

The Civil Cost Controller is responsible for monitoring, analyzing, and controlling project costs related to civil construction works. The role ensures that project expenditures remain within approved budgets while supporting accurate forecasting, reporting, and financial performance tracking. The Civil Cost Controller works closely with project managers, procurement, engineering, planning, and finance teams to identify cost variances, evaluate risks, and recommend corrective actions.

Key Responsibilities

  • Monitor and control project costs throughout all phases of construction projects.
  • Prepare and maintain project cost reports, cash flow forecasts, and budget tracking sheets.
  • Analyze actual costs versus budget and identify variances.
  • Coordinate with project managers and site teams regarding cost performance and forecasting.
  • Review subcontractor invoices, supplier payments, purchase orders, and material costs.
  • Verify quantities, progress claims, and work completed against approved budgets.
  • Support preparation of project budgets, estimates, and financial forecasts.
  • Assist in evaluating change orders, variations, and claims from cost impact perspectives.
  • Ensure all project costs are properly allocated and recorded in ERP/accounting systems.
  • Prepare weekly and monthly cost control reports for management review.
  • Monitor labor productivity, equipment utilization, and material consumption.
  • Coordinate with procurement to ensure cost-effective purchasing strategies.
  • Identify potential financial risks and recommend mitigation measures.
  • Support project audits and ensure compliance with company policies and contractual requirements.
  • Maintain proper documentation and cost control records.
  • Ensure compliance with UAE/KSA financial regulations, VAT requirements, and company procedures.

Qualifications

  • Bachelor's Degree in Civil Engineering, Quantity Surveying, Construction Management, Finance, or related field.
  • Professional certifications such as PMP, CCP, MRICS, or equivalent are an advantage.
  • Minimum 5–8 years of experience in construction cost control, preferably in civil or infrastructure projects.
  • Experience in UAE and/or KSA construction industry is preferred.

Knowledge, Skills & Abilities

  • Strong understanding of construction costing, budgeting, and forecasting principles.
  • Knowledge of civil construction methods, BOQs, contracts, and project execution processes.
  • Familiarity with FIDIC contracts and variation management.
  • Strong analytical and numerical skills.
  • Proficiency in ERP systems such as SAP, Oracle, or Microsoft Dynamics.
  • Advanced Microsoft Excel and reporting skills.
  • Ability to prepare dashboards and cost performance reports.
  • Good understanding of procurement and subcontract management.
  • Excellent communication and coordination skills.
  • Ability to work under pressure and meet deadlines.
  • Strong attention to detail and problem-solving capabilities.

Working Conditions

  • Office and site-based role depending on project requirements.
  • May require travel between project sites.
  • Ability to work extended hours during project deadlines and reporting periods.

Physical Requirements

  • Ability to visit construction sites and conduct site inspections.
  • Capability to work in outdoor construction environments when required.
